In the matter of hazardous buildings
being that residential duplex known and described
as 227 Hatch Street in the City of Saint Paul and
situated upon those premises legally described
as Lots 9 and 10, Block 1, Barney Norton and
Kingsley's First Addition according to the plat
on file and of record in the office of the
Register of Deeds in and for the County of
Ramsay, State of Minnesota.
WHEREAS, pursuant to resolution, C. F. No. 271283, approved June 21,
1978, a public hearing was duly held on July 6, 1978 before the Council
of the City of Saint Paul, said hearing pertaining to the condition of
the structures located at 227 Hatch, Saint Paul, Minnesotaf and
WHEREAB, upon the facts presented at the said hearing consisting
of photoqraphs, inspection reports and the recommendation of the Build-
ing Department, it is found and detarmined by the City Council that
according to the records and files in the office of the Reg ister of
Deeds the last record owners of the above described property are Cecil
O. Nelson and Arlene C. Nelson, ��27 Hatch Street, St. Paul, MN 55Z17 ;
Arlene C. Nelson, 996 Marion St. , St. Paul, MN 55117t and that there
are no lien holders of record; and it is further determined that the
above described building constitutes a hazardous building within the
definition of Minnesota Statutes Section 463.05 for the following
reasons :
a. The subject property has been boarded up by the owner since
November, 1974.
b. Because of age and deterioration, this buildin is a bli htin

habilitation or wrecking of this building ;
d. The conditions outlined above constitute a public hazards
e. The owner has made no attempt to satisfactorily repair the damage;
f. The continuad vacant and boarded up condition contributes a
blighting influence an the neighborhood;
now, therefora, be it
RLt50LVED,, That in accordanca with Minriesota Statutes Sections 463.15
through 463.26, and based upon the foregoing findings af the City C7puncil,
the Council of the City of Saint Paul does hereby make the following Order=
ORDER
1, The owner of the above described building shall make the same
safe and not detrimental to the public peace, health, safety and wel.fare
by having the said building raz�ed and the materials therefrom removed from
the premises within thirty (30) days from the date of the service of this
Order;
2. Unless such corrective action is taken to comply with this Order
or an answer served upon the City of Saint Pau1 and filed in the Office
of the Clerk of the District Court of Ramsey County, Minnesota within
twenty (20) days from the date of the service of this Order, a Motion for

Summary Enforcement of this Order to raze and remove the said building
will be made to the Rams��y County District Court;
3. In the event that the building is ta be razad by the City of
Saint Paul pursuant to judgment of the District Court, all personal
property or fixtures of any kind which may unreasonably interfere with
the razing and removal of this building shall. be ranoved within ten (10)
days from the entry of judgment; and if not so removed, the City of
Saint Paul shall remove and dispose of such personal property and fix-
tures as provided by law;
4. If the City of Saint Paul is compelled to take any corrective
action herein, all necessary costs expended by the City will be asae�ssed
against the above described real estate and collected as other taxes ;
and be it
FURTHER RESOLVED, That a certified copy of this resolution and
incorporatad Order herein be served upon the last record owners of the
above described property in the manner pravided by law.

The Division of Housing and Building Code Enforcement is hereby submitting
its report on the condition of the structure at the location referred to
above.
The Owners of record are: 1. Cecil 0. and Arlene C. Nelson, 227 �tch
Street, St. Paul, MN 55117 and 2 . Arlene C. Nelson, 996 Marion ��eet,
St. Paul, MN 55117 .
The legal description of the property is Lots 9 & 10, Block 1, Barney
Norton and Kingsley's First Addition.
The building is a residential duplex.
The subject property has been boarded up by the owner since November, 1974 .
This building because of age and r�eterior�tion, and because the owner has
fa�led to provide an acceptable plan -for th� rehabilitation or wrecking

pre5ent condition it should be condemneti a�ri�1 removed as soon as possible.
