WHEREAS, pursuant to resolution, C. F. No. 271283, approved June 21, 1978, a public hearing was duly held on July 6, 1978 before the Council of the City of Saint Paul, said hearing pertaining to the condition of the structures located at 227 Hatch, Saint Paul, Minnesotaf and WHEREAB, upon the facts presented at the said hearing consisting of photoqraphs, inspection reports and the recommendation of the Build- ing Department, it is found and detarmined by the City Council that according to the records and files in the office of the Reg ister of Deeds the last record owners of the above described property are Cecil O. Nelson and Arlene C. Nelson, ��27 Hatch Street, St. Paul, MN 55Z17 ; Arlene C. Nelson, 996 Marion St. , St. Paul, MN 55117t and that there are no lien holders of record; and it is further determined that the above described building constitutes a hazardous building within the definition of Minnesota Statutes Section 463.05 for the following reasons : a. The subject property has been boarded up by the owner since November, 1974. b.
