upon those premises legally descr ibed as
Except E. 2 ft. of Lot 13, Block 8, Holcombes
Addition, according to the plat on file and of
record in the office of the Register of Deeds
in and for the County of Ramsey, State of
Minnesota.
WHEREAS, pursuant to resolution, C. F. No. 270989, approved May 3, 1978,
a public hearing was duly held on May 11, 1978 before the Council of
the City of Saint Paul, said hearing pertaining to the condition of the
structures located at 668-70 Dayton, Saint Paul, Minnesota; and
WHEREAS, upon the facts presented at the said hearing consisting
of photographs, inspection reports and the recommendations,of the Build-
ing Department, it is found and determined by the City Council that
according to the records and files in the off ice of the Register of
Deeds the last record owner of the above described property is Leigh
Hantho, President, Hantho 'I�wn Associates, Inc.. 2100 Foxhall Road,
N.W., Washington, D. C. 20007; that John Thomas Nordeen, 5141 Brooks
Circle, SE+ Prior Lake, M innesota 55372 has an unrecorded interest;
and that there are no lien holders of record; and that it is further
determined that the above described buildings o��:stitute hazardous
buildings within thec�finition of Minnesata Statutes Section 463.15
for the following reasonsz
a. The subject property has been boarded up by the owner since
March 1974-

2. Because of age, deterioration, lack of proper maintenance,
vandalism and fire damage, this building is deemed beyond feasible re-
habilitationt
3. The owner has failed to provide a plan for rehabilitation;
4. The conditions outlined above constitute a public hazard;
5. The owner has made no attempt to satisfactorily repair the
damage;
6. The continued vacant and boarded up condition contributes a
blighting influence on the neighborhood;
now, therefore, be it
RESOLVED, That in accordance with M innesota Statutes Section 463.15
through 463.26, and based upon the foregoing findinq� of the City Cbuncil,
the Council of the City of Saint Paul does hereby make the following
Order;
ORDER
1. The owner of the above described building shall make the same
safe and not detrimental to the public peace, health, safety and welfare
by having the said building and garage razed and the materials therefrom
removed from the premises within thirty (30) days from the da� of the
ser�z.ice of this Order;
2. Unless such corrective action is taken to comply with this Order

or an answer served upon the City of Saint Paul and filed in the
Office of the Clerk of the District Court of Ramsey County, Minnesota
within twenty (20) days from the date of the service of this Order,
a Motion for 5ummary Enforcement of this Order to raze and remove the
said building will be made to the Ramsey County District Court.
3. In the event that the building is ta be razed by the City
of Saint Paul pursuant to judgment of the District Court, all personal
property or fixtures of any kind which may unreasonably interfere with
the razing and removal of this building shall be removed within ten
(10) days from the entry of judgment; and if not so removed, the City
of �iaint Paul shall remove and dispose of such personal property and
fixtures as provided by law;
4. If the City of Saint Paul is compelled to take any corrective
action herein, alI necessary costs expended by the City will be
assessed against the above described real estate and collected as
other taxes; and be it
FURTHER RESOLVED, That a certified copy of this resolution and
incorporated Order herein be served upon the last record owner of the
above described property in the manner provided by law.

The Division of Housing and Building Code Enforcement is hereby submitting
its report on the condition of the structure at the l.ocation referred
to above.
The owner of record is Hantho Town =,Ari�o�i�t�s, Inc. , Route #3 , Bdx #62 ,
Appleton, Minnesota 56208. �
The legal description of the property is:� Except E. 2 Ft. Lot 13,
Block 8 , Holcombes Addition.
The building is a duplex residenCe of wood f�ame constructio�.
The subj ect pro.p,�'ty, has__-been I�oarded np by the own,er si�,ce:�March, 1974.
This building because of age, deterioration, lack of proper maintenance,
vandalism and fire damage; �nd because: the owner ha�` failed to provide
a plan for the rehabilit�.tion is �eemet�� beyandFfeas�ble rehabilitation
and should be condemned and removed as soon as possible.
Inasmuch as the conditions outlined above constitute a public hazard
and the owner has made no attempt to satisfactorily repair the damage
despite our warnings, and the continued vacant and bo,�rded up condition
cont�ibutes a blighting influence on the neighborhood, it is the recom-
mendation of this Division that this matter be referred to the City
Attorney's office for razing and removal through District Cot�rt proceedings.
