WHEREAS, The Commissioner of the Department of Transportation has
prepared preliminary plans for the improvement of a part of Trunk Highway
No. 104, renumbered as Trunk Highway No. 5, within the corporate limits of
the City of St. Paul , from Broadway Street to Mounds Blvd. ; and
WHEREAS, Said preliminary plans are on file in the Office of the
Department of Transportafiion, St. Paul , Minnesota, being marked, labeled,
and identified as Layout No. t S.P. 6218-OS ('Sa104) from Broadway Street
to Mounds Blvd. ; and
WHEREAS, Copies of said preliminary plans as so marked, labeled, and
identified are also on file in the Office of the Director of Public Works;
and
WHEREAS, The term "said prelimina ry plans" as hereinafter used in the
body of this Resolution shail be deemed and intended to mean, refe� to� and
to incorporate the preliminary plans as in the foregoing recitals
particularly identified and described;
NOW, THEN, BE IT RESOLVED, That said preliminary plans for the
improvement of Trunk Highway No. 104, renumbered Trunk Highway No. 5, Within
the limits of the City of St. Paul be and hereby are approved.

RE: Approval of Preliminary Plans for KELLOGG BLVD. BRIDGE
between Mounds and Broadway.
P'tJRPOSE AND RATIOIVALE FOR THIS ACTION:
The MLV Dept. of Transportation has prepared preliminaxy plans for replacing the
Kellogg Blvd. Bridge in �979. The construction cost of $6,7�0,000 is to be financed
from Federal and 8tate Funds. The City's cost of $65,000 for right-of-way is
to be financed from Municipal State Aid Funds.
The preliminaxy plans provide four 12 foot traf�'ic lanes, four foot wide reaction
distance a.djacent to the outside traffic lanes, and a 10 foot wide pathway on
the south or River side with a baxrier sepaxating the pathway from the roadway.
The pathway is to be for the use of both pedestrians and bicyclers.
After the Public Heaxing for this pro�ect, the Dayton's Bluff Community Council,
in a letter to the Director of Public Works, requested considera�ion be given to
constructing sidewalks and a pathway on the north side of the bridge also.
As a result of this request, we counted the pedestrian and bicycle traffic on
7-17-78. Between 1:30 and 2:30 p.m. , three pedestrians used the north sidewalk
and four pedestrians and two bicyclists used the south sidewalk. Between �+:15
and 5:15 p.m. , six pedestrians used the north sidewalk and five pedestrians
and one bicycler used the south sidewalk.
The MN Dept. of Transportation has estimated that it would cost an additional
$700,000 to construct a sidewalk on the north side of the bridge. Additional
right-of-way costs have not been est3.mated; however, an additional 10 foot easement
would be required.
The TrafYic Engineer of the Aept. of Public Works and Mr. Warn of the Planning
Division of the Dept. of Planning and Economic Developvnent have reviewed the
preli.minary plans and find them adequate for existing and projected pedestrian
activity. Mr. Warn recommended that no restrictions be placed to limi� bicycle
traffic to the 10 foot pa'�hway since the four foot areas outside the traffic
lanes would be ideal for bicycle use.
There is no sidewalk on the north side of Kellogg Blvd. between Broadway and Pine
Streets. The Union Depot extends into the right-of-way blockin� the sidewalk
axea between Wacouta and Sibley Streets prohibiting continuous pedestrian and
bicycle movement into the Downtown.
Considering the low pedestrian and bicycle traffic using the Kellogg Blvd. Bridge
and the high cost to provide a second sidewalk, we would recarnmend approval of
the Preliminary Plans as submitted.
