September 1 , 1978.

PURPOSE AND RATIONALE FOR TkiIS ACTION: To approve carrying over slippage
from CD Year III 6udget and to acGept payment from HRA for services to be provided
as through the agreement between �he Housing Information Office and the HRA Board of
Comnissioners.

This is an Agreement between the St. Paul Housing Infoxmation Office and the
Housing and Redevelopm�nt Authority (iIRA), regarding the Housing Information
Office providing information, referral services, and financial assistance to
persons displaced as a result of the placarding of buildings determined to be
unfit for human habitation by the Division of Housing Code Enforcement of the
Department of Co:nmunity Services. The Agreement is as follows:
1. The Housing Information Office will perform relocation services
for code enforcement cases for the period August 1, 1978 thro�gh
� December 31, 1978.
2. These services are part of and are to be performed in accordance
' with the current Agreement between HRA and the City, dated
May 19, 1976.
3. The Housing Inforroation Office will be reimbursed by HItA for
actual a3ministrative expenses; relocation claims will be sub-
mitted for approval a�d paymQnt; the budget for administrative
expenses and relocation payments is not to exceed $10,791.00
for the perio3. On a monthly basis the Housing Information
Office will submit a billing for reimbursement of actual admin-
istrative expeases; relocation claims will be submitted at any-
time as they are required for displacees.
4. The Housino Information Office will provide monthly statements
to HRA. The HRA will provide fun3 balance reports upon request
to the Housing Information Office.
5. This Agreement is made in accordance with, pursuant to a_1d
governed by the provisions of applicable City procedures and
all applicable State and Federal lpws and any other applicable
laws or regulations.
