An Administrative Resolution revising the Class
Specification for the title of Affirmative Action
Technician in the Civil Service Rules.
RESOLVED, that the Civil Service Rules be amended by striking
from Section 49 the Class Specification for the title of Affirmative Action
Technician, and by substituting in lieu thereof, the attached Class Specification
for the title of Affirmative Action Technician.

DESCRIPTION OF iVORK
General Statement of Duties: Performs routine technical work in assisting
with the operation and evaluation of the City's Affirmative Action
Programs; and performs related duties as rec{uired.
Supervision Received: Works under the general supervisian of a unit head.
Supervision Exercised: None.
TYPICAL DUTIES PERFQRMED
The listed examples may not include all duties performed by all positions in
this class.
Identifies special human rights problems in the community and recommends
remedial action.
Serves as liaison with groups or organizations concerned with affirmative
action or hwnan rights progress and programs.
Assists in developing handbooks, brochures and other materials relating to
equal employment opportunity laws, regulations, guidelines and policies
of the City of Saint Paul.
Assists in conducting sensitivity programs and other educational programs
in the area of hwnan rights for managers and employees.
Maintains records and prepares reports; assists in the preparation of the
Affirmative Action Quarterly Report.
Collects, analyzes and interprets data gathered in the course of survey
checks. �
Assists in communicating with City contractors and subcontractors regarding
non-discriminatian and �Che City's commitment to such a program. - - --- - - --
Collects, compiles and evaluates data on minority firms available to provide
goods and services to the City.
KNOi+TLEDGES, SKILLS AND ABILITIES
Some knowledge of the methods and procedures of gathering and analyzing
work force data.
Some knowledge of the theory and procedures of affirmative action and
personnel administration.
Working knowledge of federal, state and local human rights and equal
opportunity laws and regulations.
, W'orking ability to deal effectively with persons from a variety of social
and economic backgrounds.
Working knowledge of social and economic problems caused by discrimination
against protected class persons.
MINIMUM QUALIFICATIONS
Two years of college; or two years'experience in Human Rights regulatory
work and at least 15 credit hours in courses relating to human and civil
rights. Each additional year of qualifying experience may be substituted
for five credit hours.

Duties and responsibilities:
Under supervision, to perform technical work in assisting in the
operation and evaluation of the City of St. Paul's Affirmative
Action Program, and to communicate with city contractors re-
garding the guidelines to be followed in meeting applicable
Federal, State and N�unicipal regulations; and to perform related
work as assigned.
Examples of work performed:
To inform city contractors and subcontxac*ors regarding non-
discrimination and the City's commitment to such a program.
To identify minority firms with which the City does business, and
report on the types of work, and the monetary amount of business
which they do. .
To monitor and evaluate the Affirmative Action Program with respect
to contractors and vendors, including preparing reports on com-
pliance.
To assist the Director of Human Rights and the Affirmative Action
Officer in the development of a handbook containing applicable
equal employment opportunity laws, regulations, guidelines and
policies of the City of St. Paul.
To assist the Director of Human Rights and/or the Affirmative Action
Officer in conducting sensitivity programs for department heads __ ____ __ __ _
and supervisory personnel.
To assist in the preparation of the Affirmative Action Program
Quarterly Report.

The Finance Corr�nittee at its meeting of August 14, 1978 took the following action:
1 .. Recommended approval of the resolution on funds eligible at this time
for the diseased tree program. _
� 2. Recommended approval �f the resolution providing an additional appropriation
of $300,000 for Workmen's Compensation. It was further recommended the City
Attorney appear �t the next meeting to provide background information on the
processing of claims.
. 3. Recomnended approval of resolution providing supplemental appropriation of
$219,000 for computer services furnished by Ramsey County.
_ 4. Recommended approval of six personnel resolutions. (Items 5 through 10)�
