Tn the matter of hazardous buildings be-
ing that two stmrp raoming honse of wood frame con-
struction with brick exterior known and described
as 165 Ce�mo Avenue in the City of Saint Paul and
�ituated upon those premises legally described as
Morin's Enl�rgement ot Lafond's Addition �o St, Paul
Ex. Ava. S. 1/2 of W. 175 Ft. and the No. 5 Ft. of
the So. 55 Ft. of the W. 25 Ft. of the E. 150 Ft. of
Lot 7, Block 32 according to the plat on file and of
reeord in the o�fice of the Register of Deede in and
for the County of Ramsey, State of Minnesota.
WHEREAS, pursuant to resolution, C. F. No. 270990, approved
May 3, 1978, a pnblic hearing was dnly held on May 11, 1978 before
the Council of the C�.ty of Saint Paul, said hearing pertaining to the
condition of the s��uctures located at 165 Como Avenne� Saint Paul,
Minnesota� and
WfiEREAS, upon the facts presented at the said h earing consist-
ing of photographs, inspection repo�ts and the reco�nmendations of
the Building Department, it fe found and determined by the City Council
that according to the reec�rds and fileB in the affice of the Registex
of Deeds the last record owner of the above described property is
Raymond P. Far�ell, 5 Crocns Lane, St. Paul, MN 55I101 that IInit
Incorporated, 461 W. Maryland, St. Paui, Mft has an unrecorded interesti
that Lillian J. Farrell and Gloria LaMettry of Ramsey Caun�y, and
Summit National Bank of St. Paul are mortgagees; and that there are
no lien holders of reco�d; and that it is lt�rther deternnined that
the above desezibec7 btiilding constitutes a hazardous building within
the definition of Minnesota Statutes Section 463�15 for the follow-
ing reasons:

RESOLVED, That i.n aecoSdance with Minnesota Statutes Sections
463.15 through 463,�26, and based �pon the foregoing findings of the
City Council, the Council of the City af Saint Paul does hereby make
the tollowing Order;

Honorable Council :
The Division of Housing and Building Code Enforcement is hereby sub-
mitting its report on the condition of the structure at the location
referred to above.
The owners of record are: l. Fee Owner: Unit Incorporated, 3 Oriole
Avenue E. , Saint Paul , Minnesota 55110. 2. Raymond P. Farre�.l,
461 W. Maryland, Apt. #203, St. Paul, Minnesota 55117.
The legal description of the property is : Ex. Ave. S. 1/2 of W. 175 Ft.
and the No. 5 Ft. of the So. 55 Ft. of the W. 25 Ft. of the E. 150 Ft.
of Lot 7, Block 32 , Morin' s Enlargement of LaFonds Addition.
The building is a two story rooming house of wood frame construction with
bric� exterior.
The subject property has been boarded up by the owner since November,
1975.
This building because of age, c�eterioration, lack of proper maintenance,
vandalism and fire damage, and because the owner has failed to provide
a plan for the rehabilitation or wrecking of the building is deemed
beyond feasible rehabilitation and shoulc� be condemned and removed as
so+an as possible._
Inasmuch �� the� canditions outlined above' c�nstitute-�a public hazard and
the owner has made no attempt to satisfactorily repair the damage despite
our warnings, and the Gontinued vacant and boarded up condition contributes
a blighting influence on the neighborhood, it is the recomatendation of
this Division that this matter be referred to the City Attorney' s office
for razing and removal through District Court proceedings.
