of phatographs, inspection reports and the re��mmmendations of the
Bailding Deptrtfient, it ia fagnd and dete=mined by `the City Gbuncil
that acaording to the records and files in the of�ice of the Register
of Deeds the last record owner of the above deserlbed property is
Stuart Ma�koe, 148 Dellwood, White Bear Lake, MN 55110 ; and that
Roger Sax, Attorney at Law, Endicest� Bldg., 141 E. Fourth St. ,
St. Paul, MN 55101 has a lien againat the propertys and that it is
further determined that th� above desezibed bnilding conatitutes a
haza�doas building within the definition of M innesota S�atutes
Section 463.15 for the following reasons ;
a. The sttbject pr-operty has been boarded up by the eity since
September, 1976.

safe and not detrimental to the public peace, health, safetp� and welfare

2. Unlesa such corrective aation is taken to coatply with this
Order or an answex served Apon the City of Saint Paul and filed in the
Olfice of the Clerk of the Dietrict Court of Ramsey County, Minneeota,
within twenty (20) days from the date of the Service of this Order, a
Motion for Summary Enforcement of this Order to �aze and remw e the
said building will be made to the Ratnsey Cotxnty Distriet Court;
3. In the event that the building is to be razed by the City of
Saint Panl pursuant to judgment of the District Court, all personal
prc�perty or fixtures of any kind whieh may unreasonably interfere with
the rasing and removal of this building shall be removed within ten (10)
days from the entry of �udgmenty and if not so remo�ed, the City of
Saint Paul shall remove and diapose of such parsonal praperty and
fixtures as provided �by law;
4. If the City of �int Paul is compelled to take any correetive ac-
tion herein, all necessar�r costs expended by the City will be assessed
againat the above described real estate and collected as other taxes;

The Division of Housing and Building Code Enforcement is hereby sub-
mitting its r�port on the condition of the structure at the Iocation
referred to above.
The owners of record are:
1. Stuart Markoe, 148 Dellwood, White Bear Lake, MN 55110.
2 . Letters sent to: Stuart Markoe, c/o Roger Sax, Atto�r�ey at
Law, Endicott Building, 7.41 E. Fourth 5t. , 5t. Pau1, MN 55101.
The IegaT description of the property is: Except No. 60 Ft. , the
W. 6 Ft. of Lot 7, Block 4 , Samuel Leeches addition.
The building is a 4-Plex residen.tial building.
The subject property has been boarded up by the ci.ty since September,
1976 .
This building because of age, deterioration, lack of proper maintenance,
£ire damage, �andalism, and failure of t�e owner to register the
building as a vacant buildinq and to provi.de a plan £or the use of the
structure should be condemned and removed as soon as possible.
Znasmuch as the conditions outlined above constitute a public hazard
and the owner has made no attemp� to satisfactorily repair �he dama$e
despite our warnings, and the continued vacant and boarded�::up condition
contr�butes a blighting influent�e on the neighborhood, it is the
recommendation of this Division that this matter be referred to the
City Attorney's office for razing and removal through' District Court
proc ings.

Dear Councilman Hozza:
The West Seventh St. Federation would like to state its position
on the two buildings located at 52 and 58 Douglas. The neigh-
borhood is extremely concerned about the hazardous situation of
the buildings.
At present there is a developer interested in the property and,
as far as we know, has a purchase agreement with the owner of
the property. As stated in the district plan, the community
supports 100% conservation of our housing stock.
We realize the length of time involved in order to demolish a
building. We think that if a waiver of past liens on the pro-
perty would ensure the speedy rehabilitation of the 8 unit
complex we would support this request.
