That Sectiori 64.210 of the Saint Paul Legislative Code � is hereby amended by adding a new paragraph at the end of said section to read as �ollows: "Petition� required to be filed pursuant to this section or by state law to ef�ectuate or consent to the rezoning of any particular piece of property shall not be considered as ofYieially filed with the city elerk until the lapse of seven (7) working days af ter a pet�.tion is received in the office of the ��ity clerk. Durin.g the seven-day waiti�g period, any signator of any petition may withdraw his name therefrom by written request, and such request shall be appended to the subject peti tion and made a part thereof. Each petition and applicable requests � for withdrawal of a signator' s name shall be con- sidered in determining the sufficiency oY the petition, and the jurisdiction of any city depart- ment and the council regar.ding any petition shall not be considered established until the petition has been found to be sufficient.
