WHEREAS, the Saint Paul-Ramsey Arts and Science Council
represents the major cultural institutions of Saint Paul; and
WI�REA5, the Saint Paul-Ramsey Arts and Science Council
raises money on an annual basis for these institutions; and
WHEREAS, the cultural institutions are important to the
economic and spiritual health of the C ity of Saint Paul; and
WHEREAS, the financial well-being of these institutions
is important to all citizens of Saint Paul; and
WHEREAS, recent state legislation (Chapter 63, Laws of 1977)
authorizes payroll deductions for contributions to non-profit
entities chosen by the employee; now, therefore, be it
RESOLVED, that the C ity Council of the City of Saint Paul
recommends the financial participation of the employees of the
City in the annual fund drive of the Saint Paul-Ramsey Arts and
Science Council, and further recommends that an ordinance be
enacted adopting rules which permit a written contract between
• the City and employees who elect to make contributions to non-
profit entities through a payroll deduction.

ed aspioyee. 7'he city council shall not unreasonably preclude a nonprofit entity from
