WHEREAS, the Council has a continuing concern for
the economic well-being of the City of Saint Paul and the
preservation of jobs therein; and
WHEREAS, restrictive container legislation pending in
the Minnesota State Legislature could have a detrimental
effect on this economic well-being and the many jobs involved
with the beverage industry in the City of St. Paul; and
WHEREAS, Senator Winston Borden has proposed a more
comprehensive atta.ck on our environmental problems without
the loss of jobs, a program which would involve providing
freedom of choice of containers for the consumer, recycling,
litter control and solid waste management; and
WHEREAS, this Council favors such a comprehensive approach
to such matters, now, therefore, be it
RESOLVED, that the Council of the City of St. Paul does
reaffirm its previous resolution of March 11, 1975, in
opposition to restrictive container legislation; and be it
FURTHER RESOLVED, that the Council hereby urges the
State Legislature to pursue the resolution of this issue
through a comprehensive attack on all environmental problems
as outlined by Senator Borden, without the loss of jobs;
and be it

Dear Mr. Olson:
Thank you for sharing with me a resolution adopted
by the City of St. Paul , regarding its opposition to restrictive
container legislation. Please excuse the delay in my response.
As Governor of Minnesota, I did not support a ban on
cans and non-returnable bottles because of the adverse effects
such legislation might have had on Minnesota jobs. Hawever, at
that time, I did suggest that I would reconsider my position if
legislation were considered by Congress on a nationwide basis .
I agree that we do have a litter problem and it is not
a problem uniaue to Minnesota. National legislation which includes
positive steps to minimize any resulting unemployment, if coordi-
nated with state legislation, could conserve our limited resources
and help clean up Minnesota along with the rest of the country.
I wanted you to know that I am currently a co-sponsor
of S. 1281, a bill which would establish a program to provide
assistance to local governments for solid waste disposal. In an
effort to curb containers that unnecessarily waste natural resources,
this bill through economic incentives, would discourage inefficient,
wasteful, and unnecessary material use through increased recovery,
reuse, and recycling of waste materials . At this time no action
has been taken on the bill .
As a United States Senator, I am continuing to review
legislation which would impose mandatory deposit on beverage cans
and non-returnable bottles on a national level .
