Olson Office of the City Clerk 386 City Hall St. Paul, Minnesota 55102 Dear Mr. Olson: Thank you for sharing with me a resolution adopted by the City of St. Paul , regarding its opposition to restrictive container legislation. Please excuse the delay in my response. As Governor of Minnesota, I did not support a ban on cans and non-returnable bottles because of the adverse effects such legislation might have had on Minnesota jobs. Hawever, at that time, I did suggest that I would reconsider my position if legislation were considered by Congress on a nationwide basis . I agree that we do have a litter problem and it is not a problem uniaue to Minnesota. National legislation which includes positive steps to minimize any resulting unemployment, if coordi- nated with state legislation, could conserve our limited resources and help clean up Minnesota along with the rest of the country. I wanted you to know that I am currently a co-sponsor of S. 1281, a bill which would establish a program to provide assistance to local governments for solid waste disposal. In an effort to curb containers that unnecessarily waste natural resources, this bill through economic incentives, would discourage inefficient, wasteful, and unnecessary material use through increased recovery, reuse, and recycling of waste materials . At this time no action has been taken on the bill . As a United States Senator, I am continuing to review legislation which would impose mandatory deposit on beverage cans and non-returnable bottles on a national level .
