" � o ' 'l Re olution , Presented By � � Referred To Committee: Date Out of Committee By Date RESOLUTION ESTABLISHING A MINNEAPOLIS/SAINT PAUL/DULUTH "TRI CITIES CONINIITTEE" WHEREAS, cities throughout America are experiencing ever-increasing difficulties ma.intaining city services, and WHEREAS, policies promulgated at the Federal, State and metropolitan levels are having profound effects on the day to day lives of urban Americans, and WHEREAS, recent congressional and legislative sessions have borne witness to the growing need for concerting urban energies and resources to properly convey not only the advantages of city-living but the very unique requirements for our cities to remain vibrant, enjoyable and secure, and WHEREAS, Minneapolis, Saint Paul and Duluth are without question • Minnesota's most prominent centers for employment, housing, education ; and entertainment. THEREFORE, BE IT RESOLVED that the St. Paul City Council agrees to the establishment of a Tri Cities Committee; BE IT FURTHER RESOLVED, that this Tri Cities Committee be comprised of nine total members; the three ma.yors and two seated members from each of the City Councils of Minneapolis, Saint Paul and Duluth. BE IT FURTHER RESOLVED, that this membership will include the re- spective members and their appointees, with meetings at least monthly and that these meetings alternate among the three city halls. Real estate taxes and the Minnesota-Municipal State Aid legislation. D. Relationship with respective counties regarding funding and administrating jointly-occupied facilities. E. Relationships with educational institutions and state agencies and other governmental units. F. The exclusive or mutual development of under- utilized or undeveloped urban land. G.
