of the Charter of the City of Saint Paul, there is hereby transferred the

MEMO TO: City Council Members

SUBJECT: Contract with the Nat onal Center for Municipal
Development (Washington, D.C. )
Over the past year, the city of Saint Paul has made use of the
services of the National Center for Municipal Development
(NCMD) on a short-term contract basis. Our experience
indicates that these services are of sufficient value to
establish a one-year contract which would provide ongoing
staff support in the city' s dealings with federal agencies.
Specifically, within the last 12 months, the following benefits
are a result of work completed by NCMD.
l. The city's recent notification of the $140,000
Economic Development Administration grant for staff
for the Department of Planning and Economic
Development, resulted from NCMD' s efforts. The
money will allow the city to launch its full-scale
economic development program over the next 32 years.
Without NCMD' s involvement, Saint Paul would not
have pursued this opportunity.
2. The city's active involvement with the United States
Department of Housing and Urban Development in working
through Saint Paul' s eligibility for the upcoming �
Urban Development Action Grants ($1. 2 billion spread
over the next three years) , has been coordinated
through NCMD. A great deal of negotiation has occurred
in an effort to allow Saint Paul to qualify under the
Distressed Cities criteria.
3. The city' s current involvement in the National Railroad
Property Reconversion Project was arranged through NCMD. ,
Saint Paul was one of 16 cities selected this past month

to work with the major railroads throughout the
country in addressing the issue of railroad land
use to assist in the revitalization of older
urban areas.
4. In addition to the above major items, NCMD has
worked closely with Saint Paul on Community
Development problems, Law Enforcement Assistance
Administration programs, housing issues, the DPM,
and other federal agency concerns. We have made a
point of coordinating NCi�D activity with services
rendered by Congressman Vento' s office as well as
Senators Humphrey and Anderson' s offices. Finally,
we have coordinated such efforts, when appropriate,
with the Minnesota State Planning Agency.
Given the rapidly changing federal program initiatives and
President Carter' s emerging urban policies, it is absolutely
essential for Saint Paul to stay on top of federal programs
and to work closely with other cities on specific issues.
As you are aware, the city now receives more dollars from the
federal government than revenues raised through the local
property tax levy.
The contract will be monitored through my Executive Assistant,
Dick Broeker, as well as Gary Stout, Director of Planning and
Economic Development. Mr. Richard Kochan and his assistant
Lynn Carlson, who have provided services for us through NCMD,
will provide the city' s staff services.
