WHEREAS, Section 147. 17 of the St. Paul Legislative Code pro- vides that parking meters and limitations imposed by them are not in effect after 11:00 a.m. on Saturdays in the downtown area; WHEREAS, pursuant to Section 147.03 of the St. Paul Legisla- tive Code, parking meters may not be in operation after 6:00 p.m. on any day or at any time on Sundays or holidays; WI�REAS, the traffic coordinating unit is authorized to estab- lish "No Parking Areas" under Section 129.16 of the St. Paul Legislative Code; WHEREAS, the Council of the City of Saint Paul favors the maximum amount of free parking on the streets of downtown Saint Paul after 6:00 p.m. weekdays, after 11:00 a.m. Saturdays, and all day Sundays and holidays; therefore, THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. A. The traffic coordinating unit is hereby authorized to establish "No Parking Areas" , either full time or during certain prescribed hours and days, upon any public street or alley, or part or portion of such streets or alleys where, in the judgment of said unit, the elimination of parking may facil- itate the movement of traffic, reduce traffic hazards, or eliminate a hindrance to traffic,.Ex- cept for the establishment of "No Parkinq Areas" where parkinq is otherwise prohibited bv law, in- cludinq but not limited to the prohibitions contained in Section 144.03 of the Lectislative Code, the coordinatinq unit is only authorized to establish "No Parkinct Areas" in the downtown area after a request has been made for the particular restriction bv the Fire Chief or where there ex- ists a hotel entrance, cab stand, bus stop, or construction area. In order to establish "No Parkinq Areas" at other locations in the downtown area as defined in Section 147. 17 of the Leqisla- tive Code, the traffic coordinatincr unit must ob- tain the approval of the Citv Council unless such establishment is specifically authorized bv the Leqislative Code. Upon the establishment of such "No Parking Areas" , the city traffic engineer shall erect and thereafter maintain as far as practicable, signs indicating that no parking is permitted as such signs may prescribe� �henever possible, consistent with the purpose for the es- tablishment of the "No Parkincr Area" the prohibi- tion on parking shall not apply after 6:00 p.m. , after 11:00 a.m. on Saturdavs or on Sundays and holidays. Such "No Parking" designation shall take precedence over and shall supersede prior designa- tions of limited time zones. The owners of record are: Cary Henderson et.al. , 2620 Carson Ave. , Jackson, Mississippi 39213 The buildings are a single family dwelling and garage and have been boarded up by the city since May, 1977 . These buildings because of age, deterioration, lack of proper main- tenance and vandalism are deemed beyond feasible rehabilitation and should be condemned and removed as soon as possible. Inasmuch as the conditions outlined above constitute a public hazard and the owner has made no attempt to satisfactorily repair the damage despite our warnings, and the continued vacant and boarded up condition contributes a blighting influence on the neighborhood, it is the recom- mendation of this Division that this matter be referred to the City Att�orney`s office for razing and removal through District Court p�oceedings. 7 , Ve t uly yo ,� . Nord, Assistant City Attorney ����-'4�-� RE: Downtown Parking Ordinance After consultation with you and Ron Maddox regarding the problem of downtown parking, the best solution seemed to be to take away discretion from the traffic coordinating unit for No Parking zones. The meters are not enforced evenings and weekends, and it so states on the meters themselves. Therefore, the only prob- lem relates to the No Parking zones. I drafted the attached ordinance for consideration by the Public Works Committee. It seems to meet the problem. I discussed the general problem with the traffic engineer, but did not tell him of the ordinance.
