WHEREAS, the Department of Planning and Economic Development
has recommended that the property known as the Highway 212 Housing
Site, bounded by Collins Street, North Street, Payne Avenue, and
Lafayette Road, legally described as Blocks 1, 2, 3, 4 and 5, E
Irvine 's Afldition of Outlots, and Part of Lot 1 south of Collins
Street and all of Lots 2, 3, 4 and 5, Block 11, Warren and Winslow's
Addition, be rezoned for Planned Development in accordance with
Section 60. 580, et seg. , of the Saint Paul Zoning Ordinance; and
WHEREAS, under Section 64.210 of the Zoning Ordinance, an
amendment t+a the Zoning Ordinance may be initiated by the Council
of the City of Saint Paul; and

WHEREAS, the City Council finds and dete�ines that said
rezoning sho�ld be considered for this property. �'��b�
NOW THEREFORE, BE IT RESOLVED by the Council of the City of
Saint Paul:
1) That the Department of Planning and Economic Developanent
is hereby authorized to prepare and circulate a petition
for rezoning the above described property for Planned �""
Development in accordance with the Saint Paul Zoning
Ordinance; and

on behalf of the City of Saint Paul.

REGAROiNG 212 HoUSZNG SITE

The Mayor and staff have been negotiating with. the
- � Knutson Company, Inc. /St. Paul Trades and Labor Council .
for the development of housing on the Highway 212 site
in the Payne-Phalen area. Several weeks ago; the proposed
developer received a preliminary reservation of 60 units
of Section 8 from MHFA for an elderly high-rise. Preliminary
reservations of these units represents culmination of many
months of planning on the part of the com�nunity, the
developer and staff. � �
In order to proceed with this project at the earliest '
possible date, it is necessary that the HRA initiate the
following actions :
1. The development, as proposed, necessitates an
. ' amendment to the redevelopment .plan. The p'rogram "
. � was orig�nally approved by the City Planning
Commission on November I8 , 1977 and amended on �
, January 13 , 1978 . It is attached for your �review.
Following the Board' s adoption of the attached
-� resol'ution, the redevelopment plan will be
forzbarded to the City Council for their con-
.� sideration and approval .
2 . The site is presently dedicated for public

_ right-of-way and is in the process of being -
- vacated by the City. The development proposal .
- , requires that the site be rezoned to a planned
� development zone from its present RM-2 zone in
' order to best accomglish the combined high-rise �
for the elderly�, single family, and comnercial _
uses . Staff requests Board' s authorization to
file a rezoning petition.
- _ 3. In the past, it has �been the HRA Board' s policy _
_ . to advertise for proposals for majo.r deve?opment
.� sites . Staff recoaur►en:ds this policy be waived-

, and grant staff the authorization to negotiate �
directly with Knutson Company, Inc. /St. Paul
- � . Trades and Labor Council. In addition, staff
� recommends that the above-referenced developer
. be desio ated zs tentative developer for a period-
_ of four months in order to provide adequate time
�� � to complete their feasibility study and obtain . a
, firm commitment from MHFA. The 212 neighborhood
•� task force and the Payne-Minnehaha Com�:unity Council
- have indicated their support for the de�Teloper �
designation.
