An Administrative Resolution establishing a new
title and class specification in the Civil Service Rules.
WHEREAS, it is appropriate and desirable to establish a new class
title of EEO-Manager-CETA a.nd a class specification for said title; now,
therefore, be it
RESOLVED, that the Civil Service Rules be amended in 5ection 6
thereof under the heading "Professional-Administrative" group, by inserting
' the title of EEO-Manager-CETA in Grade 9; and be it
FURTHER RESOLVED, that the Civil Service Rules be further a�nended
in Section 49 thereof by inserting, in proper alphabetical order, the attached
Class Specification for the new title of EEO-Manager-CETA.

Some knowledge of the bases for discrimination, such as legal, economic,
and social.
Some ability to analyze a variety of facts and opinions to identify the
causes of social and economic problems of the groups to be served and
make practical recommendations for solutions to these problems.
Working ability to persuade subgrantees, managers, and employees, etc.,
to adopt and operate effective plans for insuring equal opportunity to
protected classes.

DESCRIPTION OF WORK
General Statement of Duties: Designs, implements, monitors and evaluates
the City of Saint Paul's Affirmative Action Program for Comprehensive
Employment and Training Act (CETA) Programs; and performs related duties
as required.
Supervision Received: Works under the direction of a unit or division head.
Supervision Exercised: None.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions in
this class.
Provides information to CETA subgrantees regarding the guidelines to be
followec3 in meeting applicable federal, state, and municipal regulations.
Collects and analyzes the City of Saint Paul's internal CETA work force
data reflecting distribution of all persons in the employ of the City
of Saint Faul CETA Programs by race, sex, age, color, religion, cresd,
and national origin.
Collects and analyzes data comparing the participation of protected class
clients in CETA programs to the levels of participation specified and
determines any underrepresentation in any component of the program.
Collects and analyzes data regarding Saint Paul's CETA staff and subgrantee
staff distribution by race, sex, age, color, religion, creed, and
national origin and recomrnends modifications or corrective actions to
the Director of Manpower Programs where underrepresentation exists.
Recommends to the Director of Manpower Programs goals, time tables and --- -- -
specific corrective actions to be taken by individual CETA subgrantees
to correct any underrepresentation of protected class persons or their
staff or in their pxograms.
Monitors the operation of the Affirmative Action Program through reports
and personal contacts with subgrantees; assists them in meeting federal
state, and city equal employment opportunity regulations and collects
the necessary information to analyze actions taken in relation to
affirmative action goals.
Establishes and monitors a procedure for resolving complaints and allegations
of CETA employees.
Coordinates CETA affirmative action efforts with the City of Saint Paul
Department of Human Rights.
Counsels CETA and subgrantee staff regarding changes in equal employment
opportunity guidelines, policies and. procedures.
Prepares reports relating to Affirmative Action and Equal Employment
Opportunity.
KNOiVLEDGES, SKILLS AND ABILITIES
�Vorking knowledge of federal, state, and municipal regulations related to
Equal Employment Opportunity.
Working ability to communicate effectively with the public and to work with
persons of varied economic and social backgrounds.
Some knowledge of the causes and effects of discriminatory practices against
