This letter is written in response to the petition of David B. Sass
to rezone from RT-1 (Two Family-Residential ) to OS-1 (Office Service)
property located at 128 E. Page Street (south side of East Page Street
between State & Riverview), to construct a dental clinic.
This matter was heard by the Current Planning & Zoning Committee on May
18, 1976. A motion to recommend the rezoning was made by Mr. Pangal and
seconded by Ms. Karns. The motion passed on a 5 to 0 roll call vote.
On May 26, 1978 the Planning Commission, by an 11 to 0 roll call vote,
concurred in the recomnendation to approve the rezoning request.
This matter is scheduled to be heard before the St. Paul City Council
on June 29, 1978.

The meeting was chaired by Mr. James Bryan, the Chalrman.
DAVID B. SASS (#8293): An application to rezone from RT-1 to OS-1 property
locate at 128 E. Page Street, on the south side of E. Page between State and
Riverview.
The applicant was present. There was no opposition present at the hearing.
Ms. McNeally read the staff report reflecting staff's recommendation of approval
of the rezoning request, and showed slides of the subject site.
Mr. Robert D. Burow, 750 S. Plaza Drive, the architect engaged by David B. Sass,
presented plans of the dental office proposal necessitating the rezoning.
Mr. Hummer requested that a copy of the plans be put into the record.
Mr. Pangal moved a recommendation of approval for the rezoning request. His
motion was seconded by Ms. Karns and passed on a 5 to 0 roll call vote. The
recommendation for approval of the rezoning request will be forwarded to the
Planning Commission.

A. SUFFICIENCY: The applicant's request was filed on a long form consent rezoning
pet�tion su scribed & sworn to before a notary public on 4-14-78, and received
by the Planning Division on 5-1-78.
B. PROPOSAL: The proposal is to rezone from RT-1 to OS-1 to operate a dental office.
C. FRONTAGE & AREA: This irregularly shaped corner lot has 80 ft. frontage on Page
and about 13 ft. frontage on State, for an approximate area of 11 ,640 sq. ft.
D. SITE CONDITIONS: The site at 128 E. Page is occupied by a small , newer bungalow
with fenced yard. Across an unpaved �all�ey to the south is a single family home.
Further down at the corner of Robert and State are commercial uses (a gas station,
restaurant and grocery store). Across State to the west is an apartment building
and other commercial uses. Kitty-korn•er to the site is an office building. Down
State to the north is another apartment building, and across Page to the north
is a large single family home.
E. AREA CONDITIONS: State Street at this point divides single family and duplex
use to the east from commercial and office use to the west. Robert Street, a busy
thoroughfare, is one block to the west of the site.
F. FINDIPJGS: °
1 . Section 60.471 states the intent of the OS-1 zone:
"The OS-1 Office-Service District is intended to accommodate various types
of office uses performing administrative,professional.and personal services
and to serve as a transitional use between the more intensive uses of land
such as major thoroughfares or commercial districts and the less intensive
uses of land such as one-family residential ."
2. Section 60.472(c) lists dental offices as a permitted use in an OS-1 zone.
3. The site is adjacent to a B-2 zone on the west and RT-1 on the east. A B-1
zone is one-half block sou�h.

F. FINDINGS: (cont'd)
4. Robert Street, a busy thoroughfare, is one block to the west.
5. The site is currently occupied by a small newer bungalow, which would be
converted to a dental office.
6. The site is located on a,corner which would minimize impact on the residential
character of the neighborhood.
7. There is alley access to the site.
8. The site is large enough to accomnodate the required parking.
G. STAFF RECOMMENDATION: Based on the above findings, staff recommends approval
of t e applicant s request to rezone to OS-1 .

DAVID B. SASS (#8293): An application to rezone from RT-1 to OS-1 property
located at 128 E. Page Street, on the south side of E. Page between State and
Riverview.
The applicant was present. There was no opposition present at the hearing,
Ms. McNeally read the staff report reflecting staff's recommendation of approval
of the rezoning request, and showed slides of the subject site.
Mr. Robert D. Burow, 750 S. Plaza Drive, the architect engaged by David B. Sass,
presented plans of the dental office proposal necessitating the rezoning.
Mr. Humner requested that a copy of the plans be put into the record.
Mr. Pangal moved a recor�nendation of approval for the rezoning request. His
motion was seconded by Ms. Karns and passed on a 5 to 0 roll call vote. The
recommendation for approval of the rezoning request will be forwarded to the
Planning Commission.

8. STAFF INVESTIGATION & REPORT: Date: 5-12-78 BY� DM
A. SUFFICIENCY: The applicant's request was filed on a long form consent rezoning
petition su scribed & sworn to before a notary public on 4-14-78, and received
by the Planning Division on 5-1-78.
B. PROPOSAL: The proposal is to rezone from RT-1 to OS-1 to operate a dental office.
C. FRONTAGE & AREA: This irregularly shaped corner lot has 80 ft. frontage on Page
and about 13 ft. frontage on State, for an approximate area of 11 ,640 sq. ft.
D. SITE CONDITIONS: The site at 128 E. Page is occupied by a small , newer bungalow
with fenced yard. Across an unpaved a11ey to the south is a single family home.
Further down at the corner of Robert and State are commercial uses (a gas station,
restaurant and grocery store). Across State to the west is an apartment building
and other commercial uses. Kitty-korn•er to the site is an office building. Down
State to the north is another apartment building, and across Page to the north
is a large single family home.
E. AREA CONDITIONS: State Street at this point divides single family and duplex
use to the east from commercial and office use to the west. Robert Street, a busy
thoroughfare, is one block to the west of the site.
F. FINDINGS: �
1 . Section 60.471 states the intent of the OS-1 zone:
"The OS-1 Office-Service District is intended to accommodate various types
of office uses performing administrative,professinnal.and personal services
and to serve as a transitional use between the more intensive uses of land
such as major thoroughfares or commercial districts and the less intensive
uses of land such as one-family residential . "
2. Section 60.472(c) lists dental offices as a permitted use in an OS-1 zone.
3. The site is adjacent to a B-2 zone on the west and RT-1 on the east. A B-1
zone is one-half block sou�h.

F. FINDINGS: (cont'd)
4. Robert Street, a busy thoroughfare, is one block to the west.
5. The site is currently occupied by a small newer bungalow, which would be
converted to a dental office.
6. The site is located on a.corner which would minimize impact on the residential
character of the neighborhood.
7. There is alley access to the site.
8. The site is large enough to accommodate the required parking.
G. STAFF RECOMMENDATION: Based on the above findings, staff recommends approval
of the applicant s request to rezone to OS-1 .
