RESOLVED, The Council of the City of Saint Paul does hereby
approve Lease Agreement between the City and the First Christian
Church whereby the City will lease rooms 112 through 115 and
reception hall at 317 Marshall Avenue for a field office for
the City' s Model Cities Health Project for a term of one year
for the monthly rent of $240. 00 , the term commencing July l,
1978, and the lease containing an option to extend the term for
an additional term of one year, and the proper City officers be
and are hereby authorized and directed to execute the lease
agreement on behalf of the City of Saint Paul.

The Model Cities Health Project, M��i�¢iL�[�#�f�@i� at the Martin Luther Kin� Ceater at
270 N.. Kent St. , maintains a field office for its outreach �taff at the First
Christian Church. This field office is necessitated due to the shortage of office
• space at-the. King Center available for the Model Cities Project. A lease was
__ executed the previous year. The proposed action is merely an extension/renewal
of the existin,g lease with the Church subject only to an increase in the rental,
an option to extend the lease if desired by the City, and a 30-day termination
. notice requirement. Should the Model Cities Project terminate, our lease with
the Church would also �erminate.

' THIS LEASE, made and entered into this day of , 197 ,and between
FIRST CHRISTIAN CHURCH, 317 Marshall Avenue, St. Paul , Minnesota, hereinafter referred
to as Lessor, and City of St. Paul , Division of Public Health, Model Cities Health Project,
hereinafter referred to as Lessee. ,
• Lessee does hereby hire and take from Lessor upon the terms and subject to the
conditions hereinafter set•forth a portion of the premises situated in City of St. Paul ,
.
County of Ramsey, State of Minnesota, to wit:
Rooms 112-113, 114-115 and reception room with adjoining storage area
(referred to as audio-visual room) in the new wing of property located
at 317 Marshall Avenue. In addition, a large room designated 101-103
will , if no conflict exists, be made available to Lessee upon request to
be used for conferences, health education or screening programs.
1 . TERM OF LEASE, RENTAL AND OPTION TO EXTEND LEASE �
The term of the lease shall be for a period of one year beginning July 1 , 1978 and
ending June 30, 1979 with an option by the lessee to extend the agreement under these
terms for one (1 ) year upon sixty (60) days notice to the lessor. Lessee covenants
and agrees to pay to Lessor as rent for said premises $240 per month commencing
July 1 , 1978 and payable in advance on the first day of each and every month during
said one year term.
2. USE OF PREMISES
Lessee intends to use the space for office purposes including interview, conference,
health screening and health education activities.
3. IMPROVEMENTS AND MAINTENANCE
Lessee may not make improvements to the 7eased premises without the consent of Lessor.
Any improverr�ents made by Lessee with Lessor's consent shall be made at Lessee's expense.
Lessor shall within a reasonable time fro►� the date of the lease change tumblers on
locks of leased premises and issue four keys to Lessee; two controlling leased office
space and two for the building entrance.
Lessor shall during the term of the lease provide the following services and equipment.
(1 ) Will maintain the upkeep of the surraunding yard, parking lot, and sidewalk
including the removal of snow and ice.
(2) Will maintain in proper working order the windows, doors, electrical circuits, �
heating, water, sewage, gas and electrical services.
(3) Wi11 provide the use of maintenance equipment such as vacuums, buckets, and
otner c7eaning equipi�ent nec��ss�ry to the maintenance of the premises.
Lessee agrees that it shall :
�� (1 ) Pay a portion of total buildi��g janitorial cost. This cost shall be $21.50

"(2) Shall be responsible for telephone cost including installatior�.
(3) Conduct business in an orderly, professional manner.
4. UTILITIES
Lessor sha]1 furnish at its expense water, heat and electricity. '
5. ASSIGNMENT OF LEASE
Lessee shall not assign or sublet this lease without written consent of Lessor.
6. PLACEMENT AND CONSfiRUCTION OF SIGNS
Lessee shall not install or construct any signs of a permanent nature without consent
af Lessor.
7. INSURANCE
The burden of liability resides with Lessee in the event of a personal injury suit
brought by a patron and due to the negligence of Lessee, during the normal course of
business on leased premises.
In case of total or partial destruction by fire or any other casualty so that the
premises shall become untenantable or unfit for occupancy in whole or in part, Lessor
shall notify Lessee in writing within fifteen (15) days after the casualty whether it
intends to restore the same. If the premises cannot be restored to the condition in
which it was prior to the casulaty within 60 days from the date of the casualty or if
Lessor does not notify Lessee within fifteen (15) days as provided herein that it
intends to restore the premises, then Lessee may terminate the lease by notice tc �: .
in writing with�n a reasonable time. The rent to be paid hereunder pending such
restoration shall be abated in proportion to the loss and impairment of the use oF �
said premises. `
8. TERMINATION OF LEASE
In the event of a default in the payment by Lessee, or in the performance by Lessee
or Lessor of any of covenants or conditions provided herein and if the performing p�:�,�y
shall fail to remedy such default within a period of (60)sixty days from and after
the receipt or written notice by the other party and specifying such default, then
the party not in default shall at its election have the right to terminate this lease
or to take any other action for the enforcement of any right or remedy available to
said party.

� In the event of an unforseen internal problem with either Lessor or Lessee it shall
be possible to terminate lease with (30) thirty days written notice without evidence
of fautt. �
9. NOTICE AND PAYMENT OF RENTAL
� �11 notices herein permitted or required, given by th� Lessor to the Lessee or by the
„ Lessee to the Lessor, and all rentals herein provided to be paid, shall be deen�ed to

�deposited in the Ur�ited States Mails with postage and addressed to their
principal place of business.
10. SURRENDER OF PREMISES -
On the first day of the term there shall be a pre-inspection jointly by Lessee and
Lessor of said premises. On the last day of the term of the lease or on the sooner
termination thereof, tenant shall peaceably surrender the leased premises in good
order, condition and repair, fire and other unavoidable casualties, reasonable wear
and tear only excepted. On or before the last day of the term or the sooner termi-
nation thereof, Lessee shall at its own expense remove all office. furnishings and
equipment from the lease'd premises and any property not removed shall be deemed
. ,
abandoned. Any damage caused by Lessee in the removal of such items shall be
repaired a� Lessee's expense. Lessee shall promptly surrender all keys for the
leased premises to Lessor at the place then fixed for payment for rent.
IN WITNESS THEREOF, the Lessor and Lessee have signed their names and affixed
their seals the day and year above written.
