In the matter of hazardous buildings
being that single family dwelling known and
described as 1322 Stillwater in the City of
3aint Paul and situated upon those premises
legally described as Tracyfs Outlots ]�x W 105
2/10 Ft. N 51 Ft. of Lot 1, Block 10, accord-
ing to the glat on file and of record in the
office of the Register of Deeds in and for the
County of Ramsey, State of M innesota.
WHEREP�S, pursuant to resolution, C. F. No. 27085�., approved
April 12, 1978, a public hearing was�.duly held on April 20, 1978
before the Council of the City of Sait�t Pau�, said hearing per-
taini�,g to the condition of the structure located at 1322 �tillwa�ter,
Saint Paul, Minnesotat and
WHEREA3, upon the fact presented at the said hearing consist-
ing of photogr�pha, inspection reports and the recommendation of
'the Building Department, it is found and determined by the City
Council that according to the records and tiles in the office of
the Register of Deeds the last record owners of the above described
property are Barbara J. Strepp and T. Paul Strepp, 74 Spruce Street,
Mahtomedi, M innesota 55115t that there are outstanding mortgages
to Mills Construction Co. in the amount of $4,722.48 and to i3arthland
Mortga�e Company in the amount of $11,500.001 and that it is further
determined that the above described building constitutes a hazardous
�uilding within the definition of M innesota Statutes Section 463.15
for the following reasons :

e. The continued vacant and boarded up condition contributes
a blighting influence on the neighborhood;
now, therefore, be it
RESOLVED, That in accordance with Minnesota Statutes 8ections
463.15 �����gh 463.26, and based upon the for'egoing findings of the
City Council, the Council of the City of Saint Paul does hereby make
the following Order�
ORDER
1. The owner of the above described building shall make the
same safe and not detrimental to the public peace, health, safety
and welfare by having the said building razed and the materials
therefrom removed from the p�emises within thirty (30) days from
the date of the service of this Orderf

2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint P��l and
filed in the office of the Clerk of the District Court of Ramsey
County, Minnesota within twenty (20) days from the date of the
service of this Ordar� a Motion for Summary Enforcement of this
Order to raze and remove the said building will be made to the
Ramsey County District Courtj
3. In the event that the building is to be razed by the
City of Saint Paul pursuant to judgment of the District Court, all
persanal praperty or fixtures of any kind which may unreasonably
interfere with the razing and removal of this building shall be
removed within ten (10) days from the entry of �udgmentf and if
not so removed, the City of Saint Paul shall remove and dispose
of such personal property and fixtures as provided by law;
4. If the City of Saint Paul is compelled to take any
corrective action herein, all necessary costa expended by the City
wi11 be a�sessed--against the above sescribed real estate and
collected as other taxesf and be it
FURTHER RESOLVED, That a certified copy of this resolution
nnd incorporated Order herein be served upon the last record owners
of the above described property in the manner provided by law.

The Division of Housing and Building Code Enforcement is hereby sub-
mitting its report on the condition of the structure at the location
referred to above.
The owners of record are:
1. Paul E. & Barbara J. Stepp, 1322 Stillwater Avenue, St. Paul,
Minnesota.
2 . Paul E. & Barbara J. Stepp, New Address: 74 5pruce Street,
Mahtomedi, Minnesota 55I15 .
The legal des�ription of the progerty is Tracy's Outlots .Ex W 105 2/10 Ft.
N. 51 Ft. of lot l, �lock 10 . �
The building is �a single family residence.
The subject property has been boarded up by the _owner since November 4 ,
1977 .
This building because of extensive fire damage is deemed beyond feasible
rehabilitation and should be condemned and removed as soon as possible.
Inasmuch as the conditions outlined above constitute a public hazard
and the owner has made no attempt to satisfactorily repair the damage
despite our warnings, and the continued vacant and boarded up condition
contributes a blighting influence on the neighborhood, it is the recom-
mendation of this Division that this matter be referred to the City
Attorney's office for razing and removal through District Court proceed-
ings.
