WHERFAS, upon the facts presented at the said hearing consi���g
of photographs, in�pection reports and the recammendation of the Build-

Ackerman, 808 �+Pinthrop So., St. Paul, MN, 55119j th�t Ed Cair1, 868
Winthrop So., St. Paul, MI�i 55119 and Steven Cairl, 945 Conway,
St. Pauls MN 55119 have an unrecorded interest in the property; that
the Board of Water Commissioners of the City of Saint Paul has a lien
in the amount of $83.74f that there are taxes payable to the Department
of Taxation, Ramsey Countys and that it is further determined that
the above described building constitutes a hazardous building within
the definition of Minnesota Statutes Section 463.15 for the follow-
ing reasons :

a. The subject property has been boarded up by the owner and
the City .since December 1�77;
b. This building because of extensive fire damage and vandalism
is deemed beyond reasonable rehab ilitation;
c. The conditions outlined above constitute a public h�zard;
d. The owner has made no attempt to satisfactorily repair the
damage;
e. The continued vacant and boarded up condition contributes a
blighting influence on the neighborhood;
now, therefore be it �
RE80LVED, That in accordanee with Minnesota Statutea Sections
463.15 through 463.26, and based upon tha foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby make
the following Orderr
ORDER
1. The owner of the above described building shall ma.ke the
same safe anc7 not detrimental to the public pe�ce, health, safety
and welfare by having the said building raz�d and the materials
th�refrom removed from the premises within thirty (30) days from
the date of the service of this Order;
2. Unless such corrective action is taken to comply with this

Order or an answer served upon the City of Saint Paul and filed in the
office of the Clerk of the District Court of R.amsey County, Minnesota
within twenty (20) days from the date of the service of this Order, a
Motion for Summary Enforcement of this Order to raze and remove the
said building will be made to the Ramsey County District Courtf
3. In the event th�t the building is to be razed by the City of
Saint Paul pursuant to judgment of the District �urt, all personal
property or fixtures of any kind which may t�lnreasonably inter�ere with
the razing and removal of this building shall be removed within ten (10)
days from the entry of judgmentf and if not so removec3, the City of
Saint Paul shall remove and dispose of such personal property and fix-
tures as provided by lawf
4. If the City of Saint Paul is compelled to take any corrective
action herein, all necessary costs expended by the City will be assessed
against the above descri.bed real estate and collected as other taxesf

mitting �its rep+�rt an the condition of the structure at the location
referred to above.

3. Steven Cairl, 945 Conway, St. Paul, MN 55106.
The legal description bf the property is: East 50 Ft. of Lots 4 and 5,
Block 62, West St. Paul Blocks 1 thru 99.
The subject property has been boarded up by the owner and the city since
December, 1977;
This building because of extensive €ire damage and vandalism is deemed
be�ond reasonab�.e rehab:ilitation and should be condemned and removed
, �s soon as possible.
Inasmuch as the conditions outlined above constitute a public hazard
and the owner has made no attempt �o satisfactorily repair the damage
despite our warnings, and the continued vacant and boarded up condition
contributes a blighting influenee on the neighborhood, it is the recom-
mendation of this Division that this matter be referred to the City
attorney's office for razing and removal through District Gourt
proceedings. ,
