RESOLVED, Pursuant to Section 1. 02 (f) of the St. Paul
Administrative Code, the appointment of Rochelle Wright to the
position of Administrative Aide is hereby consented to and
approved by the City Council of the City of Saint Paul. '�
sub3ect to the following conditions:
That this individual work in the Mayor's office on general staff work
and in addition to that in five specific areas of responsibility in
which her performa.nce would be �udged.
1. To work on the municipal aid and shade tree legislation.
2. That she work with the Metropolitan Council on housing,
parks and open space ma.tters.
3. That she work with Federal agencies such as housing, economic
development etc.
4. That she represent the city and work with the association of
counties and metropolitan municipaTities.
5. That she represent the Mayor, being directly responsible to
the Mayor and working with the Council President and Chairman
of the Legisl`ation Committee as a staff backup, work at the
legislature i�t a lobbying capacity and with other governmental
agencies such �`as the Metropolitan Council,
and be it Further Resolved, that if this position survives the budget cuts,
that it be funded until July lst, 1979 and at the end of that time a joint
evaluation be made by the Mayor and Council Legislation Committee to determine
whether the cost benefits �ustify its continuance.

SUBJECT: STATEMENT TO COUNCIL ON WRIGHT APPOINTMENT
I wish to hereby offer the following amendment to the Resolution:
"Further Resolved, that i � his position survives the budget cuts,

that time a joint evaluation be made by the Mayor and City Council
Legislation Committee to determine whether the cost benefits justify
its continuance."
First of all , I want to point out this is filling a vacancy. It is not a new
position. I am supporting this appointment because I believe the Mayor and his
staff have been doing a good job. It's a difficult task to be Mayor of a big
central city today: I challenge anyone to compare St. Paul with any other
comparable city in the country, and I am confident St. Paul is in relatively
good shape, physically, environmentally, financially, economically and morally.
We have moved dramatically forward under Mayor Latimer. I am willing to give
the Mayor the opportunity to show that filling this vaeancy will benefit St.
Paul .
In checking with the Mayor's pffice I would like: to emphasiZe some of: the
following cost benefits as a result of efforts in the �layor's Offiee.
1 . McKnight Foundation Lowertown commitment of $10,000,000
(largest of its kind anywhere in the country).
2. Location of $8,300,000 Control Data facility in the
Surr�nit-University area providing $350,000 in taxes and
an employment base of 500.
3. Urban development action grant for $4.8 Million for the
construction of Seventh Place (in addition to all the
work with Oxford and Radisson in negotiating the $108 Million
project).

4. $138,000 grant from the Economic Development Administration
(for each of the next four years) to put together St. Pau1 's
economic development strategy to deal with such �ssues as
job creation and retention and the econo�r�ic tax �ase.
5. Anticipated special LEAA funding of $190,000 to supplement
_ the Team Policing Program.
6. Revision of LEAA laws culminating in a bill offered yesterday
which incorporates all major recommendations of the Mayor's
staff to simplify and localize use of federal monies for our
local police effort. �The Mayor played a major role in this
effort at the national level ).
7. The Mayor's Office currently is in the process of negotiating
with the Union Depot Corporation and the General Service Admin-
istration for a major renovation project funded by the federal
government.
