Dear Council Members :
Herewith I am transmitting my nominations for people
to fill current vacancies on the following committees and
commissions:
Board of Water Commission
Civil Service Commission
Community Health Services Advisory Committee
Planning Commission
Mayor' s Advisory Committee on Handicapped People
Parking Commission
Nearly 100 of our city' s citizens expressed an interest
in serving. I know you agree with me that such an overwhelming
response is quite encouraging. St. Paul residents are genuinely
concerned about the issues that face these committees, and
commissions. Their willingness to devote their time and talent
to participate in the governmental process insures that the
process will remain open and productive.
I carefully studied the numerous resumes that came into
my office. During the selection process that lead to these
' nominees, I kept two priorities in mind;
1. To maintain the stability of the various committees
by retaining seasoned members whose past experience will benefit
new members.
2. To bring new people into the process whose fresh
ideas and enthusiasm will guarantee the continued effectiveness
of the committees.
Of the 21 nominees, 17 would be new appointments. The four
reappointments are people who were recently appointed. The con-
tributions these people have made in their short tenure justifies
their reappointment. Deborah Bachrach was first appointed on
11/1/77, George Berry on 9/9/76 , Maria Girsch and Peggy Foster
on 5/10/77. •

As you can see from the enclo5ed resume, I have worked as Informa�iorr Officer
�- ,for the P�innesota State Council for the Handicapped. for the past to years.
During this time, I have answered numerous questlons regarding disabilities
and have helped many dis�bled persons with a problem find an agency or
organization which could help them solve the problern. In the course of my
work, I have maintained close cooperation with service-provfders, both in
St.. Paul and in other communities throughout the state.
I believe my experience as Information Officer together 4vith my experience
'as a person with a disabi]ity (cerebral palsy) has made me very aa�are of
the problems facing persons 4vith disabilities as well as ways of confronting
these difficulties. This would be useful background to bring to the Mayor's
Committee, I feel--a resource which the Committee would find valuable.

Please consider this letter rrty application for a position on
the rlcevisory Coirnnittee on Handicapped Persons..
I have considerable practical experience in working with handi-
capped persons--and their concerns are part of our daily lives--as our
iive year old daughter was born with a profound heaxing loss (total deaf-
ness). I also have a nephew who is multiply handicapped. I realize
many of the problems the handicapped must face, and I am committec3 to
helping them become integrated into the mainstream of civic life.
I think I can be especially helpfnl in relation to the dea.f
and hearing impaired as �y experience i.ncl.udes the following:
1) Extensive practical experience in dealing with the deaf.
I am fluent in �ign language and am part of a group help-
ing to standardize the signs used in the St. Paul school.
system.
2) �iork with PAC�R (�arent kdvocacJ Coalition for Educational
Rights), a groun organized to inform parents and assist
handicapped children in obtaining the best education possii�le.
3) Contributing member of the St. Pau1 Rehabilitation Center.
Our daughter has appeaxed on their calendar anfl i.n a com-
mercial made for United Way.

to emphasize and inform others of the needs of the hanc'a.-
capped.
5) Attendec3 the P�iinnesota Foundation for Better Hearing and
Speech, Update 76 workshop. The primary function was asses�-
ing needs of the hearing iripaired throughout the State of
Minnesota.
6) Have contacts with the deaf co,r^saunity and a familiarity
with programs for the deaf in St. Paul. I am also awa:e
of national programs �or the deaf and innovations and
legislation being tried in other areas of the country.
Although most of my experience has dealt particularly with the hea.,�ing
impaired, I see many areas of shared concern £or all handicapped persons,
and understand from personal experience the struggle they face. I also
imow that wi.th a little support and consideration many of the problems
of the handicapped can be alleviated or compensated for, and that these
people can lead useful and worthwhile lives without compromising their
c�.i.gnity and integrity.

Some practical experiences with handicapped people include:
My father.�lost one section of each thumb plus two sections of the first' and
second fingers of his right hand (he is right handed). Yet he worked as a
skilled eraftsman. This accident happened to him when he was a teenagar.
Growing up in a family �th a handicapped father gave me a great insight
into the problems and attitudes of the Zahysically handicapped.
I attended both high school and college� with Mr; Jim McGarry, a paraplegic.
I coached a young man with' an artificial leg in basketball.
I have taught paraplegics and people afflicted with cerebal palsy to drive.

In response to our phone conversation concerning the captioned
committee, I present the following resume.
I have been a St. Paul police officer for 30 years . At the
present time I hold the rank of Lieutenant as Director of the
St . Paul Police Department Crime Laboratory. I was shot in
the line of duty 12 years ago while apprehending two felons,
and have been handicapped ever since. I am able to walk with
the assistance of two canes.
Having been physically fit for a number of years and now
handicapped, I am aware of the many problems confronting the
'-�'handxcapped person. I believe I may be able to contribute to
this committee in an advisory capacity, and am available if

Experience while Deputy Commissioner of Finance:
My Department was responsible for computation and determination of
benefits derived from construction of local improvements and with
determining costs charged against individual properties. Responsi-
bilities of this Department include appraisal of lands and buildings
necessary for public use and acquiring such lands by condemnation or
negotiation. It was also responsible for making recommendations as
to the value, disposition or sale of alI surplus city property.
Experience while Director of Department of County Auditor:
As Director of the Department of County Auditor, I serve as a member
of the Board of Abatement which is responsible for making decisions
on recommendations for property tax abatement on individual homes and
businesses. I also serve as a member of the Board of Equalization.
Other tax related responsibilities include the following;
Assessments: processing divisions of real estate, Petitions for
Review, Condemnations of land acquired by subdivisions of govern-
ment and 1oca1 improvement assessments for all municipalitfes in
Ramsey County outside the City of St. Paul.

A special note should be made here under committees of study groups:
As Civil Service Commissioner of the City of St, Paul I was resgonsible
for appointing three separate committees to study employment and promo-
tion in the following areas: handicapped, women and minorities. These
study groups consisted of people prominent in their field such as the
Department of Vocational Rehabilitation State of Minnesota for the handi-
capped, Womens' Division of the State of Minnesota Department of Human
Rights, and the St. Pau1 Department of Human Rights for Minorities. This
six month study presented comprehensive findings of fact as well as
specific recommendations to remedy deficiencies in these areas. Some
of these recommendations have be�n implemented and others are sti11
under study.

In my .position as City Comptroller I also served as Civil Service Commissioner
and it was in this position that I had the greatest responsibility for super-
vision, employee selection, job assignment, employee evaluation and employee
training. I was directly responsible for twenty employees in the City Comp-
troller's Office and twenty employees in the Personnel Department, My overall
personnel responsibility included a11 of the employees working for the City of
Saint Pau1, the Board of Water Cdtru�i�'sioners and the School District, with the
exception of professional employees. This totalled 6,883 employees.
In addition to the d�cisions I had to make affecting the 40 employees working
directly for me, I made decisions which changed and expanded the recruitment
of employ�ees, particularl.y in minority areas, changed the employee evaluation
system making it less onerous for the employee, ar►d added an orientation train-
ing pro�ram f.or. a11 ne�a empl.o•r�es. -
