I know you agree with me that such an overwhelming response is quite encouraging. St. Paul residents are genuinely concerned about the issues that face these committees, and commissions. Their willingness to devote their time and talent to participate in the governmental process �insures that the process will remain open and productive. I carefully studied the numerous resumes that came into my office. During the selection process that lead to these nominees, I kept two priorities in mind; l. To maintain the stability of the various committees by retaining seasoned members whose past experience will benefit new members. 2. To bring new people into the process whose fresh ideas and enthusiasm will guarantee the continued effectiveness of the committees. Of the 21 nominees, 17 would be new appointments. The four reappointments are people who were recently appointed. The con- tributions these people have made in their short tenure justifies their reappointment. Deborah Bachrach was first appointed on 11/1/77, George Berry on 9/9/76 , Maria Girsch and Peggy Foster on 5/10/77. I am married and have two daughters. At the present time I am residing in my o�vn home at 774 V1Test Hoyt, Saint Paut, Minnesota. I was in the U. S . Army from November 22 , 1940 to November 2 , t945 . Four years of my Army time was spent in Army Administration. I received my Bachetor of Arts Degree (major English, minor Political Science), magna cum laude, from the University of Minnesota on March L6, t950. I was elected to Phi Betta Kappa immediate ly after graduation. I received my Master of Arts Degree from tha University of Minnesota on March 20, 1952 . While working toward my Master of Arts Degree I majored in Political 3cience with emphasis in the fields of local government and public administration. My minor fietd was English. My Master of Arts thesis is en- titled The City Manager And The School Superintendent: A Comparative Study. I,,Graduate School I worked as a teaching assistant in the Humanities Department. As a teaching assistant I was frequently c�lled upon to lecture to classes. In Graduate School I studied under Prof. William Anderson (my adviser) , Proi. Lloyd M . Short, Prof. C . C . Ludwig, and Prof. George Warp. Subjects studied were Personnel Administration, Municipal Fir.ance, Municipal Accounting, Planning, Police Administration, Fire Administratian, Sewage Disposat Methods , Water Purification Methods, and other subjects related to 1oca1 government. On November 1, 1951, having completed my class work leading to a Master of Arts Degree, I accepted.a position with the Saint Paul Bureau of Municipat Research. As a staff inember of the Saint Pau1 Bureau of Municipat Research I was assigned to cover the meetings of the Saint Paul City Cour.cil, the Board oi Ramsey Commissioners, the Welfare Board, the Housing and Redeveiopment Autharity, the Port Authority, the Detention and Conection Authority, and the Hospital Facility Building Commission. I attended these meetings to obtain an understanding of the activities and problems of the various governmentat boards and commissions in our community, and to become acquainted with the inter-governmental relation- ship of these units . Whi1e attencting these meetings I came to know the members of the boards and commissions personally and enjoyed their friendship and trust. I was also assigned the job of attending meetings of the Ramsey County Legis- Iative DeLegation. Here I became personatly acquainted with our State Legislators . Many times I was called upon to speak before state legislative com�nittees on matters pertaining to 1oca1 government. rJ . ` . . _ � - •In addition to the above assignments I was called upon to speak to civic organizations on various aspects of 1oca1 government. One report which I wrote on the forms of tocal government became the basis for the section on local government in a booklet distributed by the Saint Paul League of Women Voters. During severai sessions of the legislature I was asked by the Legislative Committee of the Saint Paul Chamber of Commerce to write synopses of all local bills intro- duced in the legislature. I assisted in the personnel report that was prepared by Louis Kreuger for the City of Saint Paul, and also participated in many meetings with the representatives of Booz, Allen, Hamilton during their study of the Ancker HosPital situation. With the aid of Spencer Brader I prepared a very condensed analysis of the Booz, Allen, Hamilton report for interested civic groups . During the charter amendment campaign in 1956, I was asked to serve as the in- formal secretary of the city government sub-committee of the large Citizen Committee. I gath�r�d information from alt of the city departments and incorporated this infor- mation into reports which were used by the sub-committee. On February l, 1959, I became Executive Secretary for the Hospital Facility Buildin5 Commission. This commission planned, equipped, and constructed the new $16,000,000 Saint Paul-Ramsey Hospital. My salary was $13,000 per year. In this position I was responsible for the admini stration of the polici.es formulated by the commission. I worked very closely with the architects, contractors, and interested groups in matters relating to the construction of the hospital. I checked contractors' payrolls as required by the Hill-Burton Federal Agency. I also checked all claims for payments, prepared agendas, took notes at all commission meetings, prepared the minutes of commission meetings, and coordinated the various activities that were involved in a project of this magnitude. While working as Executive Secretary of the Hospital Commission I became in- timately acquainted with the programming, planning, and construction methods used in large building projects. I made trips to Washington, D. C . , and Chicago to assist in obtaining federat grants to aid in the construction of ±he hospital. On july l, 1966, I accepted the appointment of Managerial Assistant to the Commis- sion of Parks, Recreation, and Public Buildings of the City of Saint Paul. In this position I was concerned mainly with the study and research relative to the source and availability of federat and private grants . On October 1, 1966, I became Chief, Community Services Section, Twin Cities Metropolitan Planning Commission. In this position I was responsible for the liaison between the ptanning commission, and the 1oca1 government officials, the legislators, and civic groups of the metropolitan area . My salary was $13 ,G00 per year. ♦�r .. . - � -3- On August 9, 1967, I was transferred {along with the rest of the MPC staff)to the newly created Metropolitan Council. My work with the Council was similar to the work I performed for the MPC listed above. I devoted much of my time working for the Council at the Legislature and developing a Federal Aid Information Center. On August 1, 1971, I was transferred to the Administration Depart- ment where I functioned as Offices Services Supervisor. At the present time I serve as Purchasing Officer where I am responsible for purchasing and inventory control.
