Amend the 1978 Capital Improvement Budget by transferring $50,000 from 7th Place Signa] Improvements to Citywide Traffic Signals. 3. Amend the 1978 Capital Improvement Budget by transferring $14,000 from the Case & Duluth Rec. Center Site Work project to an account for the Langford Park Sitework Project. 4. The construction of the Police Department K-9 facility was an approved project under the 1977 CIB Program and $120,785 was allocated for the project based on an estimate by the City Architect's Office dated January 18, 1978. Bids have been received with the low bid amounting to $125,500 plus the City Architect's fee of $8750.00, making the total cost $134,250. Due to the inaccurate estimate presented by the Department of Community Services, we find ourselves in the difficult position of having to go back to the CIB Co�nittee for additional tunding. A financial overview of the project is attached for your review. Also attached is a copy of a letter from Glenn Erickson recomanending a new burner and damper control be installed at 101 E, lOth Street at an estimated cost of $18,000.00. Tenth Street, > If your gas-oil burner should fail to operate and could not be repaired in a relatively few hours, your 24 hour operational building, and prisoners in the jail , would be in jeopardy. The second boiler (south) is gas fired only and cannot be fired unless a 12 hour advance re�quest is made to NSP and the gas supplier tn NSP allocates more gas to NSP. The cost of the gas is $4.Z5/1000 ft.3 for a maximum of 7 days. There is a penalty of $5.00/1000 ft.3 for using unauthorized gas. Because the building is important to operation of the City, the seven days may be extended if NSP has gas available. A few years ago NSP was forced to padock the interruptible gas meters because the L.P. peak shaving gas was in very short supply. The owner who uses interruptible jas is responsible for burner and fuel for heating . the boiler when the interruptible gas is not available. It is our recor�mendation that a near air atomizing gas-oil burner an� dam�.�r contr�1 be installed in the south boiler and become the main heating boiler and the �fo'tary cup burner (north) be used as the standby burner.
