Within twenty days after the order � ' adopting the assessmeat, or making a reassessment, a new assessmeat, or supplementat �` °' "x+'�• " � assessment, any person may appeal to the District Court by filing a natice of appeal � . ;;;,a� ' with tl�e City Clerk stating the grounds upon which the agpeal is taken.
