THIS AGREEMENT, entered into thia � day of � � , 197�, by
• and between the City of Minneapolia (herein called "Urban rps" and the City
of Saint Paul (herein called "Agency") ..
W1�REAS, the above named Agency, a public organization, desires to
• participate in the Twin City Area Urban Corps; and in conaideration for the
assignment of Urban Corps student interns to the Agency, we do hereby agree
to the following terms and conditions:
1. The Urban Corps shall have the right tu approve or �re�ect requests
for student interns submitted by this. Agency upon forms provided for that purpose
by the Urban Corps.
2, The Agency shall utilize. such studenta as may be assigned to it
in accordance with the specifications set forth in its written request to the
Urban Corps, and shall immediately notify the Urban Corpa of any change in
nature of assignment, duties, supervisor or work location.
3. The Agency shall provide such students as may be assigned to it
with a safe. place to work and with adequate responsible supervision.
4. The Urban Corps shall have the rigHt to inspect at any time the
work being performed by such students as may be assigned to the Agency, and
shall have the right to interview such students and their supervisors.
5. The Urban Corps shall have the right to require such students as
may be assigned to the Agency to attend such general or special meetings, or to
appear at the Urban Corps office, individually or as a group, as shall be
nece�sary. for khe proper functions of the program.
6. The Urban Corps shall have the right to require Agency supervisors
of students to attend such general or special meetings as shall be necessary for
the proper function of the program.
7. In accordance with the requirements of Federal law, work performed
by such students as may be assigned to the Agency shall:
a. be in the public int.erest; '
b. ' will not result ,in the displacement of employed workera or
impair existing contracts for services;
c. does n.ot involve the construction, operation or maifltenance
of so much of any facility as is used, or is to be used, for
� sectarian instruction or as a place for religious worship; and
dr , does not involve any partisan or nonpartisan political activity
associated with a candidate, or contending faction or group, in
an election for public or party office.

8. The Agency shall require such students as may be assigned to it
to submit time reporta and follow such other procedurea as may be established
by the Urb.an Corpa. , �
� 9. The Urban Corps shall have the right to remove any student assigned
to the Agency from said assignment and from the Agency at anq time for any reason
without prior notice, and the Urban Corps ahall not be obligated to replace said
atudenCs. .
10. The Agency shall have the right to remove any student assigned to
said Agency at any time for any reason without prtor notice.
11. The Agency warrante that it ia in compliance with the proviaiona of
Civil Rights Act of 1964 (P.1,. 88-352, 78 Statute 252) and Minneaota Statutes
aection 181.59. .

12. The Agency ahall at its own expenae obtain Workmen's Compensation
Insurance (or ahall be self-insured �nder State law) for auch. atudenta as may be
assigned to it under this Agreement. '
13. The Agency shall pay to the Urban Corpe 20% (twenty percent) of the
gross compensativn earned by such students assigned and accepted by the Agency .
under a Federal or State program. The Urban Corpa wtll bill the Agency, in
eccordance with bi-weekly payroll peri�da, for its proper share of the compensation
of such students as may have been assigned to the Agency and performed work
during said period. Student hourly rates are set forth in Section �l3(a) of
this Agreement. -
e. Hourly compensation for students will be set at $3.50
per hour for entering freshmen through receipt of
Bachelor's Degree, and $4.50 per hour for graduate
atudents (a graduate atudent is defined for purposes
of this Agreement as one who has received a B.A. , B.S. .
or equivalent degree) .
14. At the election of the Agency, the Urban Corps shall place students
to intern as semi-volunteers.. Thfs option will be specified in the Assignment
Form which the intern's Agency supervisor must sig� before commencement of the
internship. Semi-volunteer ratea which the Agency shall pay the Urban Corps
are set forth in Section 14(a) and 14(b) of this Agreement. ,
a. Undergraduate semi-volunteer agency rates:
For each week student worked less than 7 hours $ 0.00 ,
For each week student worked 7 to 15.5 hours 7.00
For each week student worked 15.6 to 29.5 hours 14.00
For each week student worked more than 29.5 hours 28.00
b. Graduate semiwolunteer agency rates:
For each week student worked less than 7 hours $ 0.00

15. At the election of the Agency, the Urban Corps shall place
interns for whom the Agency will pay the intern's total compensation. This
option will be specified in the Assignment Form which the intern's Agency
supervisor must sign before commencement of the internship. Agency rates for
� said option are set forth in Section 15(a) of this Agreement.

17. Saint Paul will pay to. t�he Urban Corps $30,396,50 (thirty thousand,
three hundred ninety-six dollars and fifty centa) . ExpendiEures from the $30,396.50
will include: $21,840.00 (twenty-one thousand, eight hundred forty dollars) for the
Saint Paul-Ramsey County Coordinator�s salary; $7,054.50 (seven thousand fifty-four
dollera and fifty cents) for administrative expenses; $702.00 (seven hundred two
dollars) for mileage reimbursement for the Saint Paul-Ramsey County .Coordinator;
$700.00 (seven hundred dollars) for the Saint Paul-Ramaey County C�ordtnatflr to �
attend national conferences; $100.00 (one hundred dollara) for. attendance at local
conferencea for said Coordinator.
18. Saint Paul will retain $12,502.50 (twelve thousand five hundred two
dollara and fifty cents) for peraonnel (other than the Saint Paul-Ramsey County
Coordinetor) and adminiatrative expenaes incurred by the Saint Paul-Ramsey Coun`ty
Urben Corpa office. ,

19. Performance under this Contract shall commence on the lst day
of January, 1978 and terminate on the 31st day of December, 1978; however, either
party may terminate upon 90 (ninety) days written notice. Should auch right of
termination be exezcised� then only the pro-rata portion of such installment
coming due herein shall be patd or shall the terminating party be liable for.
Based upon the statements and affirmationa made by the Agency
through the above .document, the Urban Corps hereby agrees to the assignment of
atudenta to said. Agency, in accordance .w4.th said document and the applicable
lawa and regulations.

� ACTION REQUESTED:
That the City of Saint Paul enter into an agreement with t�it City of Minneapolis for
participation with the Twin City Area Urban Corps program. T��s agre�ent follows ,
the agreement Saint Paul has entered into with the County of Ramsey (Council Resolution
270723, March 16, 1978) regarding participation with the Urban Corps program.
PURPOSE AND RATIONALE FOR 'IiHIS ACTION:

PURPOSE AND RATIONALE FOR THIS ACTION:
This agreement would continue the City of Saint Paul 's participation in the Urban
Corps program with the City of Minneapolis. The joint participation between the
two Cities in the Urban Corps program began in 1970. The agreement allows the
City to:
1) Provide students enrolled in post-secondary educational institutions
to participate firsthand in all aspects of city government.
2) Provide the City with the skills, enthusiasm, motivation and creativity
of the college population.
3) Provide students with the opportunity to earn money to continue their
academic careers.
4) Attract into city government the young talent government requires.
5) Utilize Federal and State funds 80% of student-interns' salary.
6) Provides a central administrative office to screen in excess of 2,000
students each year from over 50 colleges.
7) Through the contractual arrangements with Ramsey County and the City of
Minneapolis, administrative costs are kept at a minimum.
8) Displays how local units of government can work together in providing
services to the communities they serve.
ATTACHMENTS:
1) Resolution: Agreement between Saint Paul and Minneapolis.
2) Resolution: Copy of number 270723, between Ramsey County and
Saint Paul .
3) Two (2) original agreements between Saint Paul and Minneapolis that are
referred to in the resolution. If the resolution is adopted, both
agreements should be signed by the appropriate City officers and returned
to me. I will see that appropriate action is taken by the City of
Minneapolis and return an original signed agreement to the City Clerk.
