This is written in response to the lon form petition of Jay W. Montpetit to
rezone from RT-1 (Two-Family Townhouse� to P-1 (Vehicular Parking) property
located on the southwest corner of Grotto and Edmund.
This matter was heard by the Current Planning & Zoning Corrnnittee on April 6, 1978
and was recommended for approval by staff. Mr. Pangal moved to recommend approval
of the P-1 rezoning. The motion was seconded by Mr. Stegemoeller and passed on
a unanimous 7 to 0 roll call vote.
On April 14, 1978 the Planning Commission passed by a unanimous roll call vote
the recommendation of the Current Planning & Zoning Corr�nittee for approval of
the rezoning request.
This matter is scheduled to be heard by the Saint Paul City Council on May 25,
1978.

The meeting was chaired by Mr. James Bryan, the Chairman.
JAY W- MONTPETIT: A petition to rezone from RT-1 to B-2 property located on the
northwest corner of Edmund and Grotto (#8277), and
A petition to rezone from RT-1 to P-1 property located on the
Southwest corner of Edmund and Grotto (#8278)
The Chairman decided both petitions could be heard simultaneously, inasmuch as the
locations were practically together.
The petitioner was present.
There was no opposition present at the hearing.
Ms. McNeally read the staff report, reflecting staff's recomnendation of approval
of the petitioner's rezoning requests.
Mr. Jay Montpetit, the petitioner, said he was available for questions from the
Committee, and, in response to Mr. Bryan's question regarding possible plans if
the P-1 rezoning were obtained, Mr. Montpetit said there will be paving, land-
scaping, etc. He added that the plans were drawn up by HRA and everything will
be according to their specifications.
Ms. McGinley asked whether there would be alterations and Mr. Montpetit said the
building will not be altered.
Mr. Hummer noted the absence of a site plan and, inasmuch as the site {�lan was
available at HRA, Ms. Sumrners moved that the Corrxnittee table the matter until
Mr. Montpetit brought back the site plan. The motion was seconded by Ms. McGinley
and passed by unanimous voice vote.
Upon Mr. Montpetit' s return and upon inspection of the site plan by the Comnittee,
a motion was made by Mr. �angal to recommend _approval �f the petition to rezone to B-2.
The motion was seconded by Ms. Sumners and passed on a 7 to 1 roll call vote, with
Mr. Hummer dissenting.
A motion by Mr. Pangal to recomnend approval of the P-1 rezoning was seconded by
Mr. Stegemoeller and passed on a unanimous 7 to 0 roll call vote.

A. SUFFICIENCY: The applicant's request was filed on a long form consent rezoning
petition subscribed & sworn to before a notary public on February 15, 1978, and
received by the Planning Division on March 13, 1978.
B. PROPOSAL: The proposal is to rezone from RT-1 to P-1 to provide parking for the
House of Morgan, a restaurant/bar on the northwest corner of Grotto & Edmund.
C. FRONTAGE & AREA: The site has approximately 110 ft. frontage on Edmund and 125 ft.
frontage on Grotto, for a total area of approximately 13,750 sq. ft. , or .3 acres.
D. SITE CONDITIONS: The site consists of cleared, vacant, unimproved lots. The site
is surrounded by single family homes and duplexes. The House of Morgan is across
Edmund to the north.
R. AREA CONDITIONS: The area is one primarily of older residential uses (single family
and duplexes . One block to the north of the site, at Thomas and G�otto, is
another bar and commercial use. University Avenue is2 blocks to the south and
Dale Street is 2 blocksin the east.
F. FINDINGS:
1 ) The proposed parking site is cleared and vacant. The unimproved character of
the lot is a blighting influence.
2) Existing on-street parking for the House of P�torgan detracts �rom the neighborhood
and restricts use of adjoining residential land.
3) The proposed parking lot would be within the required 300 ft. of the building it
is intended to serve. (Section 62.103(a).
G. STAFF RECOMMEMDATION: Based on Findings #1 thru #4 above, staff recommends
approval of the applicant's request.

Statutes states that 2/3 of property ownera within 100 feet of the land proposed for rezoniag
must give written consent before the City shall conaider the proposal. However, when the
owner of said property has owned for any time in the�past year additional real eatate con'tiguous
to the land proposed for rezoning, 2/3 of the property owners within 100 feet of thia larger
