WHEREAS, a special set-aside of Section 8 substantial rehabilitation resources has
been established for use in designated neighborhood strategy areas; and
WHEREAS, the Department� of Housing and Urban Development has invited qualifying ,�
cities to submit requests for designation of neighborhood strategy areas; and
WHEREAS, substantial rehabilitation for residential use is a key element of the
revitalization effort for the Lowertown area in Saint Paul , and the revitalization
effort initiated in the Lowertown area is appropriate to the neighborhood strategy
area program; '

1 .0 SUMMARY
Lowertown is in the midst of transition from an under-
utilized, out-dated warehouse district to a vital mixed
use area including a sizable residential community. It
is an area of large, handsome brick buildings in very
good structural condition and an area of considerable
historical significance to St. Paul . Amenities include
the old railroad depot now vacant, a public square at
, the center of the area already reconstructed, and the
Mississippi River to which the area is adjacent. A major
portion of downtown St. Paul , Lowertown is a link between
the city's past and the city's present. Revita1ized, it
will provide a link between the Central Business District
and the residential neighborhoods of the city and between
the city's major business functions and the small
businesses, artists and craftsmen who contribute so much
to the vitality and distinction of the central city down-
town.
The Lowertown Neighborhood Strategy Area proposed is the
sixteen block segment of the St. Paul CDB outlined on the
accompanying map. The direction for the future of the
area has been firmly established. Revitalization is well
underway. The investments made to date toward the goals
for the future have generated substantial commitments to
the area in recent months: corrmitments of sufficient
magnitude to ensure that revitalization can proceed at a
greatly increased pace over the next several years.
It has been evident for some time that there is a large
untapped market for downtown housing opportunities in
St. Paul for which Lowertown and many of its existing
structures are well suited. Besides the attractiveness
of the existing structures, the amenities and historical
significance of the area, Lowertown is an outstanding
opportunity for the creation of a new residential
comnunity in the center of the city because of the prox-
imity of the area to major, expanding employment centers.
A 255 unit apartment complex under construction is the
first step toward the establishment of Lowertown as a
major downtown residential community
The Lowertown Plan identifies a potential for some
residential units. A major portion of these will be
realized through conversion and rehabilitation of existing
structures. It is specifically intended that residential
opportunities in Lowertown will provide for a broad
economic mix. Because of this objective, and the rehabil-
itation work required, it is evident that the tools. . .
which a Neighborhood Strategy Area program can bring to
the area are particularly appropriate and necessary.

This request is for designation of the sixteen-block
Lowertown "core area" as a Neighborhood Strategy Area
with an allocation of 250 units of Section 8 assistance
from the special set-aside of substantial rehabilitation
resources for this program.
A plan for Lowertown was completed by Paradigm, Inc. in
, 1973. This plan, the most comprehensive study of Lower-
town undertaken in recent years was generated through the
initial revitalization effort lead by Norman Mears ,
remains the guiding concept for the future of the area.
Early in 1978 the second plan was published and presented
to the McKnight Foundation as a proposal for a major
foundation grant to ensure that the revitalization effort
can proceed with resources equal to the task. The new
plan, now the basis for a $10 million corrunitment on the
part of the Foundation continues the basic concept of the
original plan with somewhat greater emphasis on the �
function of Lowertown as a residential community.
Part two of this application document is the plan for
Lowertown, It includes a description of the overall
revitalization planned for the area, the projects de-
lineated to carry out the revitalization, and estimates
of costs and resources. This document, Part I of the
application, includes a description of the commitment
that has already been made to Lowertown and the work that
is underway, a more detailed housing revitalization plan
and further discussion of implementation.
