2 Whereas, the City's official controls of group residenUai uses for unrelated individuals
3 presently contained in the zoning ordinances and comprehensive plan has in some instances been
4 in place for over a decade; and
Whereas, the City's present official controls may not adequately define and regulate
emerging trends for providing transitional housing in conjunction with supportive services for
unrelated individuals; and

Whereas, the Council finds that it is appropriate to study these new trends in order to
determine whether the present official controls sufficiently and appropriately regulate transitional
housing and supportive services for unrelated individuals and whether amendments to these
official controls aze in order; NOW, THEREFORE,
BE IT RESOLVED, that pursuant to Minn. Stat. 462357, Subd. 4, the Council of the
City of Saint Paul hereby directs the Saint Paul Planning Coxnmission, pursuant to Saint Paul
Admin. Code § 107(2)(a), to undertake a study of the City's official controls for group residential
uses for unrelated individuals and to report back to the Council any recommendation to amend
the City's zoning ordinances which define and regulate group residential uses for unrelated
individuals.
