RESOLVED, that upon the recommendation of the Mayor, the Council of
the City of Saint Paul does hereby approve the following transfer of
Community Development Year III and Year IV funds to allow the immediate
use of additional CD Year III funds for acquisitions in the old Whittier
School area as part of the CD Year III South of Front Redevelopment project.

ACTION REQUESTED: Increase CD III budget by $270,000, transfer same amounts
in Year IV budget between Rehabilitation Loans & Grants and South of Front.
PURPOSE AND RATIONALE"FOR THSS ACTION: This was a phased project. Minnesota
Housing Finance Agency has denied phased funding comnitments and has demanded the
City to twrn over the entire site for the Whittier Barrier Free Handicapped Housing
development by September 1 , 1978.
