WHEREAS, on August 8, 2001, Robert Lee Coppock submitted a Renewal Application
for his Taacicab Drivers License (license ID No. 19980002088); and
4 WHEREAS, Saint Paul Legislative Code §376.16(h) requires that any time that a
5 licensee's Minnesota driver's license is suspended, revoked or canceled, that his or her taxicab
6 driver's license shall likewise be immediately suspended, revoked or canceled, and that no
7 person shall operate a taacicab without a valid Minnesota driver's license,

9 WHEREAS, Robert Lee Coppock's Minnesota driver's license was suspended on July 2,

RESOLVED, that the Tasicab Drivers License Renewal Application submitted by Robert
Lee Coppock is hereby denied for failing to possess a valid Minnesota driver's license. This
resolution and the action of the Council in this matter are based upon the facts contained in the
October 5, 2001 Notice Of Ineligibility For License and on the October 18, 2001 Notice Of
Intent To Deny License Application, letters sent to the licensee. The facts were not contested by
the licensee.

Floor, Saint Paul City Hall and Ramsey County Courthouse.

RE: Application for Taxicab Driver's License
Deaz Mr. Coppock:
The Office of License, Inspections and Environmental Pratection has recommended
denial of your application for a taxicab driver's license. The recommendation is based on the
following:
On July 2, 2001 your Minnesota Driver's License was
suspended for failure to pay child support, and is currently
suspended.
Saint Paul Legislative Code § 376.16(e)(1) states that to be eligible to operate a tasicab
an applicant must have a valid Minnesota driver's license.
If you do not dispute the above facts, you may withdraw your application at this time.
Altematively, if you do not dispute the above facts, but wish to have a hearing in front of the
Saint Paul City Council to dispute the recommended denial of your license application, you will
need to send me a letter admitting the violation and requesting a public hearing. The matter will
then be scheduled for a public hearing before the City Council to determine the disposition of
your license application. You will have an opportunity to appear and speak on your own behalf,
or to have someone appear there for you.
On the other hand, if you wish to dispute the above facts, I will schedule an evidentiary
hearing before an Administrative Law Judge (ALJ). If you wish to have such a hearing, please
send me a letter stating that you are contesting the facts. You will then be sent a"Notice of
Hearing," so you will know when and where to appear, and what the basis for the hearing �vill be.

If you have not contacted me by Monday, October Z9, 2001, I will assume that you
are not contesting the facts and will schedule this matter for the St. Paul City Council and
have it placed on the Consent Agenda during which no public discussion is allowed and the
recommended penalty, the denial of your taxicab driver's license application, will be
imposed.

Dear Mr. Coppock:
The Office of License, Inspections and Environmental Protection referred your taxicab
driver's license application to me for review based upon both criminal convictions and the
suspended status of your driver's license. After review I determined that the criminal
convictions should not be used to deny you a license, but that you aze not currently eligible due
to the suspended status of your Minnesota driver's license.
According to the records provided to us, you were suspended on July 2, 2001 for failure
to pay child support and as of October 3, 2001, your privilege to drive had not been reinstated.
At This time, you may withdraw your application unYil you are again eligible to drive, and
resubmit the application at that time, or you can provide me with information to show that your
license has, in fact been reinstated. Please note that I will need docuxnentation from the
Department of Public Safety to corroborate any information you give me. I need to heaz from
you no later than Friday, October 12, 2001, or we will proceed with the action to deny your
license application.
