Date — Cert ed Ya; - by Cou il Secretary BY ' �� MA ��� App o d by Mayor: D e _ Appro Mayor for Subm' i to C�euncil By _ BY . �UBLISHED MAY 2 O 1g7� , . , . ,H i- _ . - , . �'�`�,.�`��.� AGREEMEN7 THIS AGREEMENT, made and entered into this __ day of , 1978, by and between the COUN7Y OF RAPiSEY, hereinafter referred to as "County", and the CITY OF SAIN7 PAUL, hereinafter referred to as "City", WITNESSETH: WNEREAS, the County and the City are designated as separate Prime Sponsors under the ComprehensTve Employment and Training Act (CETA) of 1973 to administer and operate training and employment programs to serve eligible unemployed, underemployed and disadvan- taged persons residing in those respective Prime Sponsor's areas and; WHEREAS, the County and the City have established the need for a labor liaison position which, representing the interests of unemployed, underemployed and economically disadvantaged clients will , under direction of the CE7A Directors or their designees: - Develop through discussions with representatives uf organized labor, agreements whid� will facilitate access for CET� clients • into entry level , trainee or apprentice jobs in organized occupations. - Act as an advocate under direction of the CETA Director for City and County CETA programs when conflicts arise with organized labor. - Oevelop projections relating to local demand occupations through information derived from labor union sources. - Act as a liaison with organized labor to facilitate the development of training positions for adults and youth in local government and private non-profit agencies. - Assist the CETA staff to assure that CETA regulations are being complied with as they relate to union and maintenance of effort issue�. - Perform other similar or related duties as assigned. ',� . . . , - . NOW THEREFORE, COUNTY ANO CITY DO HEREBY MUTUALLY AGREE: � ,, � r ��� .� �� 1. Such positions will be filled by an n,:�licant mutually aqreeable to and recommended by COUNTY and CITY CETA Directors, upon approval by their governing bodies. 2. The effective date of establishment of this position is Februarv 14, 1978 3. The Labor Liaison will be paid ai the rate of $17,000 per year plus fringe benefits as accorded other County CETA employees, one-half of which will be paid by the CITY and one-half by the COl1NTY. 4. The COUNTY agrees to process and maintain all necessary documentation including payroll information and timesheets subject to audit requirements and to disburse pa�rroll checks through the COUNTY CETA payroll system. These records will be made available for audit to representatives of the CITY, and the United States Department of Labor, the Comptroller General of the United States, or any authorized represen- tative of any or all of these agencies, and will be retained for three (3) years after the expiration of this agreement. 5. No more than 10 working days after receipt of invoice, the CITY will reimburse the COUNTY for one-half salary plus a pro-rated share of fringe benefits for this position. The COUNTY will invoice the CITY on �he basis of once every four weeks , within five (5) working � days of �he se�ond bi-weekly pay period of that time period. 6. The COUNTY agr�es to submit Progress Reports on tabor Liaison activities with each ir.:��ice. 7he CI7Y and COUNTY do hereby agree that many activities covered on the Progress Report may not specifically be directed toward either party but are intended for the mutual � benefit of both. 7. The Agreement shall remain in effect from Februarv 14. 1978 until the end of the current Fiscal Year, September 30, 1978. Such Agreement shall then automatically be extended for one Fiscal Year, subject to funding for CITY and COUNTY CETA programs by the Federal Gove:^nment and to review and approval by both parties, unless writ*_�n notice of termination is given by either party no less than thirty (30) days prior to renewal date. .,., `�•� � IN WITNESS WNEREOF, the parties hereto have executed this Agreement as of the day and year first above written.
