6 WHEREAS, on July 1, 1965, Chapter 705, Minnesota State Laws of 1965, created Independent
7 School District 625, separate from the City of Saint Paul, and
8 WHEREAS, Section l, Subdivision 3 ofChapter 705, as amended, states that the School District may
9 contract with the City of Saint Paul for such facilities as aze furnished by the Civil Service Bureau (now titled
10 Office of Human Resources), and, unless the School Board and the City governing body each adopt a
11 resolution declaring that a particular function would more efficiently and effectively be handled separately,

WHEREAS, Section l, Subdivision 4 of Chapter 705, as amended, provides that School District
employees in the classified service may continue to be covered under the civil service provisions of the City
Charter, and
WHEREAS, in August of 1989, the School District and the City Council, in a joint meeting, reached
consensus in that the School District and the City would meet to seek and deternune ways in which, given
existing ]egislation, the School District could assume greater control over the management of its Civil Service
human resources system, without seeking separation, and without abridging the e�sting rights of
employees, and
WHEREAS, in October of 199Q the contract was amended and the administration of employee
benefits was delegated to the School District, and
WHEREAS, in April of 1992, the contract was again amended and the evaluation and classification
of School District positions was transferred, and
WHEREAS, in March of 1994, a contract amendment transferring employee background checks to
the School District was made, and
WHEREAS, in Mazch of 2000, a contract amendment was made regarding the transfer of scheduling
and administration of pre-employment physical examinations to the School District, and
WHEREAS, in July of 2000, the administration of employment history records was transferred

30 to the School District through another contract amendment, and

31 WHEREAS, the aforementioned amendments to the contract resulted in corresponding reductions
32 in the fees chazged to the School District for such services, and
33 WF3EREAS, there have been changes over the years to the union contracts of School District and
34 City Civil Service employees that have created significant differences in the pay and benefits offered to
35 employees by the two employers, and
36 WHEREAS, the School District has implemented a new payroll and human resources information
37 management system, currently incompatible with that of the City, that will efficiently and effectively
38 administer the changes to the School District employee pay, benefits, and records, and
39 WHEREAS, the School District has already developed and established the capacity to effectively
40 provide human resources related services for unclassified administrative and academic employees, and
41 WHEREAS, the School District and the City Office ofHumanResources have beenworkingtogether
42 to build the School District's capacity to effectively and efficiently provide, for School District classified
43 employees, the remaining contracted employment testing and selection services in accordance with the merit
44 principles set forth in the City Charter and administered through the Civil Service Rules, now therefore be

RESOLVED, that the Council of the City of Saint Paul hereby declares that, with the exception
ofthe oversight and audit of the School District's human resource practices as to consistency with the merit
principles set forth in Chapter 12.01 of the City Charter and the administration of the directly related services
provided by the Civil Service Commission, the employee testing and selection services would be more
efficiently and effectively administered separately by Independent School District 625, and be it
FINALLYRESOLVED, that in accordance with Section 1, Subdivision 4, ofChapter705, Minnesota
Laws of 1965, as amended, this change in contracted functions, shall be effective upon the adoption of
a similar resolution of the governing Board of Independent Schooi District 625.

In 1965, Independent School District 625 was created sepazate from the City of Saint Paul. Since tliat time, the School District has
contracted with the City for the provision of certain human resources services for School District civil service employees. In 1989,
the City and the School District agreed that the School District woutd assume greater control over management of these services.
Over the yeazs, the School District has developed the capacity to provide these services sepazately and the City's contract with the
Schoo] District has been aznended to reflect that and the fees charged have been reduced accordingly. At this time, the remaining
services provided under contract aze employee testing and selecrion and civil service oversight. The School District and the City "
Office of Human Resources have agreed that employee testing and selection for School District classified vacancies would be more
efficiently and effectively adwinistered.by the School District. In order for this change to occw, Section l, Subdivision 4, of Chapter
705, Minnesota Laws of 1965, as amended, requires the School Boazd and the City Council to each adopt a resolution declaring tliat
sucl� human resources funcrions would more efficiently and effectively administered sepazately in each jurisdiction.

Allows for the School District to manage its own employee tesring and selection process. The City and the School District aze
separate employers with separate missions, visions, goals, and objectives. Most employers manage theu own human resources
services. This acrion will not abridge the Civil Service employment rights of current School District or City empioyees. Under fhe
City Charter the City Human Resources Director and the Civil Service Commission will still have the authority,to provide oversight
of the School DistricPs human resources services as they affect civil service employees in regazd to merit principles.

The School District will be required to continue contracting with the City for services that they have the capacity to provide
themselves. This duplication of effort creates inefficiencies that affect the service costs. These costs are paid for by the
