in the matter of the requirement of the City of Saint
Pau1 that a11 travel of a11 non-city personnel must receive
mayoral, or council approval; and
WHEREAS, The Department of License, Inspections and Environmental
Protection and the Saint Paul Police Department have requested that
Los Angeles County Sheriff's Deputy Wayne Wallace come to Saint
Paul to offer testimony at the Administrative Hearing on January
18, 1996, involving the adverse action against the cabaret license
application by Duong Phan and Don Nguyen. His knowledge regarding
the criminal activity at the karaoke cafes operated by the
•applicants in California, is essential in establishing the facts
upon which LIEP's position is based; and
WHEREAS, The City has agreed to pay the costs associated with
Deputy Wallace's visit; to Deputy Wallace, Travel Associates or
other parties involved, not to exceed $1,500.00;
NOW THEREFORE, It Is Ordered that the City of Saint Paul through
its Mayor approves payments not to exceed $1,500.00 to the above
mentioned parties.
