i am requesting your approval to transfer from the 1974 W.P.A.F. Account,
$23,800.00 from 5-1579 Victoria-Lafayette to Van Buren (72072-537) ,
$130,824.29 from S-14388 - Maria - Third Storm System (7204q-460) and
from the 1975 W.P.A.F. Account $3,331.86 from 5-1501 Beaver Lake (72062-537)
and $4,680.94 from S-1321A Cherokee-Ottawa (72058=537� ta the project

Bids for this project were opened on July 26, 197$ and the Department
wishes to recorrunend the low bid for award. The projects Victoria, Beaver Lake
and Cherokee-Ottawa are terminated and the amounts shown are the balances in
these accounts.
The need for additional funding was precipitated by the receipt of contract
bids that a�ere higher than the Department's consulting engineering firms
estimation of contract cost and the progrartrned funds based on this estimation.
The Department attempted to reduce the scope of the project to the most
criticalty needed rehabiTitation and rebid the project in the hope that
available funds would equal the contract cost. However, even with a reduced
contract, an additional funding of approximatety $200,000 is needed.
Although the construction of the Maria-Third Storm System is considered
a high priority project and thus, will be reprogrammed to t98o, the Sewage

Lift Station Rehabilitation contract has a critical priority. The stations,
due to their length of service life, are functionaily obsolete and do not
conform to Occupational Safety and Health Administration regulations and
City and State building codes. In addition, the Department's past method
of diverting sewage to the Mississippi River during repair and cleaning
operatiotts of the sewage lift stations is now forbidden by Minnesota
Pollution Control Agency regulations.
The rehabilitation of the sewage Tift stations, when completed, will
provide improved performance, efficient cleaning and repair operations and
wiTl satisfy safety and building codes.
