Dear President Hozza:
Attached is a Council Resolution changing the grade of the Manpower
Director position.
I have reviewed the class specifications for the title of "Manpower
Director" in the Professional-Administrative group. This review
was predicated by the dramatic increase in duties and responsibilities
of the position since it was first established in 1976 .
The Division of Manpower Programs was established in 1974 , with a
budget of $186, 000 . It is now a nationally recognized program with
a projected 1978 budget of over $16,000 ,000, Noting the dramatic
growth of this division, the Personnel Department was asked to
review the position of Manpower Director, and they have recommended
that the title be upgraded, Specifically, it is recommended that
the grade for the title of "NTanpower Director" be changed from
Grade 20 ($767. 50-$1,070.50 biweekly or $20 ,032-$27,940 annually) to
Grade 25 ($890-$1, 240 biweekly or $23, 229-$32,364 annually) .
I believe this grade change will more accurately reflect the
responsibilities of the position. Your approval is respectfully
requested.

Program Analyst and EDP Programmer.
