WHEREAS, both the Congress of the United States and the
Governor of the State of Minnesota have recognized the need to
set aside on the calendar a day devoted to the importance of
education to the lives of its citizens and the general well-
being of the nation; and
WHEREAS, the City of St. Paul is concerned with the
quality of education of its youth and likewise recognizes
the need to set aside a day which will focus attention on the
importance of education, specifically its moral and character-
building aspects ; and
WHEREAS, world Jewry marked in 1977 the 75th birthday of
the revered and renowned Jewish leader, the head of the
worldwide Lubavitch Movement, Rabbi Menachem Mendel Schneerson,
who proclaimed on that occasion a "Year of Education"; and
WHEREAS, September 20 has been designated by the State
of Minnesota as a day particularly appropriate on which to
rededicate ourselves to the advancement of education,
particularly in the promotion of human rights; so, therefore,

RESOLVED, that this Council hereby designates Wednesday,
September 20, 1978, as "Morality in Education Day".
