The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does herebyriorder that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it

FURTHER RESOLVED, That upon the completion of said improveme,nt, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accozdance with Chapter 14 of the City Charter. .

PROJECT: �
IMPROVE LOWER AFTON ROAD from Point Douglas Road to McKnight Road by paving
gravel shoulders with asphalt at various locations and signing this area as
a bicycle path (City Project P-0777) . �
INITIA7ING ACTION:
This project was initiated by the Public Works. Department under the Minnesota
Department of Transportation' s Bicycle Grant Program. It is the implementation
� of a segment identified in St. Paul 's approved Bicycle Plan, and has been
approved by Mn/DOT for funding. �
EXISTING CONOITIONS: �
- Lower Afton Road has one lane of traffic in each direction� plus shoulders.
In some areas the shoulders are paved with asphalt, and in other areas they
are paved with gravel . Point Douglas Road will be a designated bicycle route
tying into Battle Creek Park and then .by a separate bicycle path to Mounds Park.
PROPOSED IMPROVEMENT:
The proposal is to upgrade the� existing gravel shouiders by paving them with
asphalt to provide a continuo�s asphalt shaulder between Poiht Douglas Road
and McKnight Road, which will be signed as a bicycle path.
ALTERNATES:
A separate bicycle path could be constructed along the north side of Lower
� Afton Road. There are some areas where this.would require extensive earthwork.
In addition, it would require acquisition of property which is not eligible for
' the proposed funding.` .
POSITIVE BE�dEFITS:
The proposed work will provide a safer route from St. Paul 's Highwood area to
' the Battle Creek Park and Mounds Park areas.
ADVERSE EFFECTS: .
� The increased usage of Lower Afton Road by bicycles provides a potential for
increased car-bicycle conflicts.
