WHEREAS, The Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul
does certify that there are available for appropriation total revenue in excess of those
estimated in the budget; and

Re: 1978 Worlanan's Compensation Appropriation
The 1978 appropriation of $674,000 for Worl�ian's Compensation, acti.vity 09020,
appears to be approximately $300,000 short of the amount necessary to iaeet 1978
needs.
The ex�enditures thru June 30th were $486,48b.29. This is spending at the rate of
: $�1,08Y per nonth or an annual rate of $972,972.

Based oz this spendin� pattern I feel that there is a need for an additional approp-
riation o� $300,000 - ma.kir.g a tota.l appropriation of $974,000. Even such an
appropriatior_ would only be enough to pay routine claims, it allows nothing for any
possible unusually high settlements.
I call your attention to this problem because I feel that the Budget Director should
consider retairting sufficient General Revenue Fund Balance - Not Dedicated to meet
this potential need. Workman's Compensation claims �ust be paid when presented, they
cannot be carried over to a subsequent fiscal period.

The Finance Committee at its meeting of August 14, 1978 took the following action:
1 .. Recommended approval of the resolution on funds eligible at this time
for the diseased tree program.
� 2. Recorr�nended approval af the resolution providing an additional appropriation
of $300,000 for Workmen's Compensation. It was further recomnended the City
Attorney appear �t the next meeting to provide background information on the
processing of claims.
3. Recomnended approval of resolution providing supplemental appropriation of
$219,000 for computer services furnished by Ramsey County.
4. Recommended approval of six personnel resolutions. (Items 5 through 10)..
