An Adxninistrative Resolution changing the title,
class specification, and grade for Industrial Hygienist
II and abolishing the title and class specification for
Industrial Hygienist I in the Civil Service Rules.
RESOLVED, that the Civil Service Rules be amended by striking out
the title of Industrial Hygienist II from Grade 10 in Section 6, under the
heading "Professional-Administrative" Group, and by substituting in lieu
thereof the title of Occupational Safety and Health Analyst in Grade 13 under
the heading "Professional-Administrative" Group; and be it
FURTHER RESOLVED, that the Civil Service Rules be further amended
by striking out the title of Industrial Hygienist I from Section 6 in Grade 7 under
the heading "Professional..Administrative" Group; and be it
FURTHER RE50LVED, that the Civil Service Rules be further amended
by striking from Section 49 the Class Specifications for the titles of Industrial
Hygienist I and Industrial Hygienist II, and by inserting, in the proper alphabetical
order, the attached Class Specification for Occupational Safety and Health Analyst.

MINIMUM QUALIFICATIONS
College graduation with a major in Occupational or Environmental Health
or related field and two years' e�erience in performing difficult
professional work in the detection, evaluation and elimination of
occupational health and safety hazards; or college graduation and
three years' experience in performing difficult professional work in
the detection, evaluation and elimination of occupational health and
safety hazards.

OCCUPATIONAL SAFETY AND HEALTH ANALYST
DESCRIPTION OF WORK
General Statement of Duties: Performs responsible professional work in-
volved in the detection, determination' and elimination of occupati^na:.,
safety and health hazards in municipal departments; assists in the
operation of the City safety program; and performs related duties as
required.
Supervision Received: Works under the general technical and administrative
supervision of an occupational safety coordinator.
Supervision Exercised: May exercise within a unit close technical super-
vision directly over occupational safety and health trainees.
TYPICAL DUTIES PERFORI�SED
The listed examples may not include all duties performed by all positions in
this class.
Performs on-site inspections of the working conditions in municipal depart-
ments as part of scheduled reviews or in response to complaints or
requests.
Issues corrective orders to comply with federal, state and city regulations
and laws; writes reports and submits to appropriate department.
Collects and analyzes samples of industrial dusts, gases, fumes and vapors;
identi.fies possible hazards to employee health.
Takes environmental measurements including sound levels, ventilation, illum-
ination and heat; determines degree of health hazard.
Receives and responds to inquiries concerning employee safety and health.- --_- --
Operates, maintains and calibrates field and laboratory equipment such as
carbon monoxide analyzer, sound level meters, vapor and fume detectors,
velometer and dosimeter.
Collects, maintains and analyzes accident and injury statistics of City work
force; prepares reports on City employees� accident and injury experience.
Collects and maintains file of federal, state and local laws and regulations
concerning occupationa2 health and safety.
Prepares and distributes information bulletins concerning specific occupa-
tional hazards.
Develops and conducts safety and accident prevention seminars and programs
for City e�ployees.
Reports and investigates all serious accidents involving City employees.
KNOWLEDGES, SKILLS AND ABILITIES
Considerable knowledge of occupational health and safety procedures and
practices.
Working ability to communicate effectively both orally and in writing.
Working ability to deal tactfully and effectively with City employees and
the general public.
Working ability to operate industrial hygiene field and laboratory equipment.
Considerable ability to read and interpret health and safety manuals.

The Finance Committee, at their meeting of August 7, 1978, took the follow-
ing action:
1 . Recommended approval of the resolution substituting title and class
� specification for Occupational Safety and Health Analyst in Grade 13
of the Professional-Administrative Group for the title of Industrial
Hygienist II in Grade 10 of the Professional-Administrative Group. �
2. Resolution �authorizing the appointment of a committee to make
� recommendations on energy conservation measures to be funded from
the NSP gross earnings fee withdrawn at the request of the author,
Councilman Nozza.

3. Recommended approval of the resolution to transfer �41 ,400 in 1977
Capital Improvement Bond money to the 1977 Residential Street Paving
