WHEREAS, The West Seventh Street Area Development Corporation
has presented guidelines for the commercial revitalization efforts
on West Seventh Street called "Fort Road Guidelines" ; and
WHEREAS, Said guidelines are designed to help businesses and
residents preserve the character of West Seventh Street and pro-
vide a strong, unified s�reet environment; and
WHEREAS, The guidelines affect existing City ordinances, in-
cluding the Zoning Ordinance, the Sign Ordinance, and the Heritage
Preservation Ordinance; now, therefore, be it
RESOLVED BY THE COUNCIL OF THE CITY OF SAINT PAUL:
l. That the Fort Road guidelines are hereby endorsed by the
Council;
2. That the Fort Road guidelines are hereby re£erred to the
Division of Planning for its consideration as to how best to im-
plement the guidelines in light of the existing City ordinances;
and
3. That the Fort Road guidelines are hereby referred to the
Planning Councils for Districts 9 and 15 for their consideration
of the impact of the guidelines on the District Plans.

Dear Mr. Hozza:
At the Council meeting of July 13 a request was made to this
office to explain the options available to the Council in regard
to the Fort Road guidelines. I have reviewed the guidelines and
determined that they affect or could affect several different
ordinances of the City, including: (1) the Zoning Ordinance, (2)
the Sign Ordinance, and (3) the Heritage Preservation Ordinance.
Because of the broad impact these guidelines could have on the
existing ordinances, I would recommend that they be referred to
the Division of Planning for recommendations as to the best way
of implementing the guidelines. Further, the guidelines would
impact the district plans that are being prepared in the Division
of Planning and ought to be referred to the districts that are
involved for their input.
Accordingly, I have prepared a resolution for the Council affirm-
ing the guidelines and referring them to the Planning Division for
implementation.
