WHEREAS, the West Seventh Street Community Council has
instituted a revitalization program for their area; and
WHEREAS, in conjunction with this program they have appeared
before the City Public Works Committee requesting that auxiliary
street signs stating "FORT ROAD" be placed upon West Seventh
Street from Kellogg Boulevard to the west end of West Seventh
Street; and
WHEREAS, the Community Council has not requested that these
proposed signs replace the present street signs but rather that
the "FORT ROAD" signs serve as auxiliary signs to the present
street signs; and
WHEREAS, the St. Paul Planning Commission is presently
considering and reviewing the proposal that the name of West
Seventh Street be changed to "FORT ROAD" ; and
WHEREAS, the Public Works Committee concurs in such proposal
for auxiliary street signs and recommends that such proposal be
approved; now, therefore, it is hereby
RESOLVED, that the City Council hereby approves such proposal
and authorizes that auxiliary "FORT ROAD" street signs be placed
on West Seventh Street, at appropriate intervals, from Kellogg
Boulevard to the west end of West Seventh Street; and, be it
FURTHER RESOLVED, that the City Council requests the Mayor
to recommend and determine a funding source to finance the cost
of such a proposal.

This matter was heard by the Public Works Committee on July 28
and August 11. On August 15 the City Council approved a
resolution authorizing that auxiliary "Fort Road" street signs
be placed on W. 7th St. fram Kellogg Blvd. to the west end of
W. 7th St. See Council File No. 271647.
The auxiliary signs have been installed, and the permanent
name change will be phased in over a period of four to ten
years, at which time the W. 7th Street signs will be removed.

RE: Transmittal of the Street and Highway Plan to the City Council
Dear Council President Hozza and Members of the City Council :
On March 9, 1979, the Planning Corr�nission recommended adoption of the
Street and Highway Plan. I am transmitting it to you for your review
and adoption.
The Street and Highway Plan was released as a draft in May 1977, and
has since undergone an extensive review process. The process has included:
- A series of public meetings sponsored by the Planning Cammission,
which were held in neighborhoods throughout the city. -
- Meetings with District CounciTs and other neighborhood groups to
discuss specific plan proposals.
- Individual contacts �rrith others interested in various aspects of
the Plan, _
The Street and Highway Plan was revised on the basis of the above process
and released as the final draft in January 1979. The Plan is a realistic
one for St. Paul , one which should result in meeting t�ie need for transportatlon
via streets and highways with minimal disruption to our urban environment.
I submit it to you for your adoption.
