Accordingly, the $4,973, 194 of General Revenue Sharing Funds are proposed for in- clusion in the city' s general revenue fund budget. The 1979 budget also proposes the expenditure of $86 .4 million, or approximately 8.5% more than the 1978 budget. The proposed budget provides for basic city services, but moderate personnel reductions are proposed in a number of city operations. No new programs are proposed. The city property tax levy of $34, 115,000 is, however, lower than the peak 1975 levy of $35,000,000. 2�163� DRAFT Notice of Public Hearing Day: September 19, 1978 Time: 7 p.m. Place: City Council Chambers Room 350 City Hall Regarding: General Revenue Sharing (The hearing will precede the Ma.yor' s CD hearing) Notice General Revenue Sharing is a federal program authorized by Congress in 1972 that provides fiscal assistance to State and local governments. Since 1972, the City of Saint Paul has received approxima.tely $40.0 million, which has been used to ma.intain city services. The program differs from other federal programs, such as the Community Development Program, in tha.t no agplication is needed. In fact, all 38,000 units of government throughout the country receive quarterly payments. The amount of the annual amount is determined by a formula that considers tax effort, population, and per capita income. In 1978, Saint Paul received $6.4 million. Our allocation in 1979 will be about $5.0 million. The 1972 law required cities to use GRS funds for one or more of eight priority categories. These categori.es included public safety, human services, environmental protection, financial admini- stration, health, recreation, libraries, and public transit. The 1976 amendments, however, deleted the categories and permit cities ������ more discretion in spending the funds. The 1976 amendments also added a requirement for a citizen involvement process. The 1972 law required cities to publish reports explaining the planned and actual use of the funds. The 1976 amendments maintain the reporting procedure but also require two public hearings at which citizens can comment upon the use of the funds. One hearing must be held prior to the submission of the budget to the City Council while the other must be held by the Council as part of the budget process.
