ANTHONY HILL STORM SEWER SYSTEM (THOMAS-DALE) The Consultant, Orr-Scheleen-Mayero� � Associates in its report of February 1, 1978, on the ser+er system problems within the St. Anthony Hill Area, included two alternates, Nos. 3 and 4, that would satisfy the City's design standards providing relief for a five-year rainstorm. These alter- nates would eliminate sewage backups, but will not preciude surface flooding which would have a 20 percent chance of occurrence in any year. Alternate No. 3 design consideratlons wouid separate sanitary sewage and storm water by construction of a new storm sewer system that would out- let into two sandstone tunnels, namely St. Aibans and Western. The existing combined sewer would be used for sanitary sewage. The final OSM recommended and modified Alte�nate No. 4, based on staged construction, also provided for a separation of sanitary sewage and storm water by construction of a new sanitary sa�►er system and the utilization of the existing combined system fo� storm water only. St. Albans and the Western Tunnels a�e also included. The Department of Public Works agrees that the flows should be separated, but does not consider the use of the existing combined sewers for storm water flow as prepared by OSM, a good engineerTng practice. Most of these sewe�s were built over 85 years ago. The future collaspe of the existing sewe� pipe section will not be de- terred by the OSM proposed immediate inspection and repair. When futu�e storm water flow pressures become excessive, the existing combined sewer may fail again. The existi�g undercapacity combTned s�wers have been overstressed fre- quentiy during heavy rai�storms. The most �ecent such experie�ce was May 27, 1978 when a structural failure developed at Kent Street and West Minnehaha Avenue. The Sewer Design Division of Public Works prefers the existing combined sewer system be used for sanitary sewage flow. The pipe sections will not flow full even with building roof drains connected. . � . . ` -2- If failures of the old combined sewer system do occur, maintenance costs would be much less for threading and grouting smaller dtameter sani- tary sewer pipe within the brick-lined combined sewer rather than replacing the failure sections with large diameter storm sewe� reinforced concrete pipe. Preliminary analysis of OSM recommended Alternate No. 4, also indicates that 14 long blocks of major arteriai and cotiector streets, such as Pierce Butler Road, West Minnehaha Avenue, and Thanas Avenue would be disturbed. Traffic interruption, neighbo�hood inconvenlence, and significant restoratlon for these concrete surface and concrete base streets would be necessary. Only four long blocks would be so affected if the proposed OSM Alternata No. 3 is adopted. OSM's recomrn�nded Alternate No. 4 would also require the damaging and subsequent restoratlon of at least 10 long blocks of new street improveme�ts in Identified Treatment Areas because of excavation for new sanitary sewer pipe. OSM's Alternate No. 3 would not require these locations to be dis- turbed as storm sewer pipes were inciuded in street improvement contracts. It should be noted that Public Works had a considerable advantage in the matter of coordination in these areas. Further, OSM points out that �ecommended Alternate No. 4, lst Stage, provides equal sewage backup protection and surface flooding �elief for the entire drainage area. This may weli be true, however in the length of time and cost to construct a facility providTng such advantages, the St. Albans Sub-Drainage Area could be totally completed and the area East of Grotto Street would have its storm water volume reduced by the amount that the St. Alb�ns System outlets into the St. Albans Tunnel . OSM's Alternate No. 3 design co�cept, when constructed, wiil provide a totally new adequate storm sewer system as weil as a sufficient, safe, cost efficient sanitary system using the existing combined s�wer and it would not be necessary to disconnect and reconAect some 5000 or moro house connections. OSM's Alternate No. 3 approximates a design concept that is acceptable to the Sewer Design Division of Public Works and encompasses the advantages that have been discussed �bove which, in the opinion of Public Works, are nwre desi�able than those provided under OSM's recomm�nded Alter�ate No. 4. Therefore, the Department of Pubiic Works hereby recommends that OSM's Alternate No. 3 with minor modifications as necessary for detailed construc- tion destgn, be approved by the proper authority.
