I ����� Presented By ' Referred To Committee: Date � Out of Committee By Date An ordinance providing for finality of consent petitions in license applications; amending the Saint Paul Legislative Code by adding a chapter. THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. The Saint Paul Legislative Code is hereby amended by adding a -new chapter, to read as follows: .O1--Any petition presently or hereafter required to be filed in connection with the application for any license, including but not limited to sauna and massage parlor licenses, private club licenses, and entertain- ment licenses shall not be considered as officially filed and irrevocable until the lapse of seven (7) working days after a petition is received in the office of the License Inspector. During the seven-day waiting period, any signator of any petition may withdraw his name therefrom by written request, and such request shall be appended to the subject petition and made a part thereof. After the seven-day waiting period, signatures may not be withdrawn unless it is shown that they were obtained by fraud. In determining the suffi- ciency of a petition, the License Inspector and City Council shall not count signatures which have been with- drawn as signatures in support of the petition. I �X ��� Presented By Referred To Committee: Date Out of Committee By Date 2. .02--This ordinance shall apply in any case where a license applicant or transferor must present a state- ment in writing by a specified percentage of persons to the effect that they have no objection to the granting of a license. Section 2. This ordinance shall take effect and be in force thirty (30) days from and after its passage, approval and publication. Section 3. This ordinance shall be deemed a part of the Saint Paul Legis- lative Code and shall be incorporated therein and given an appropriate chapter and/or section number at the time of the next revision of said Legislative Code. City Attorne RE: Attachment Attached is an ordinance providing for finality of signatures on consent petitions, similar to the provisions of the zoning ordinance relating to zoning petitions. This ordinance was requested by the License Committee. I believe that there was a motion requesting this ordinance from the old License Committee. I don't know whether or not you feel it should come back before the Committee or go to the Council as a Committee ordinance.
