WHEREAS, the people of Nagasaki, Saint Paul's international
sister city, have suffered greatly as a result of nuclear de-
struction, and
WHEREAS, the City Council wishes to continue and deepen the
friendship and understanding between the sister cities of Saint
Paul and Nagasaki, and
WHEREAS, on February 15, 1978 at the Nagasaki A-Bomb Sufferers'
Conference the following statement was endorsed:
"We must rise up for the abolition of nuclear
weapons in the world and for the complete relief of
Hibakusha (atomic bomb victims) in the name of all
human beings living in the Twentieth Centry. We
must fight under the banner of friendship and soli-
darity for complete abolition of murderous weapons
on the earth and to found a world of peace, freedom
and equality", now therefore be it
RESOLVED, that August 9th, 1978 be designated as a day of com-•
memoration for the Hibakusha, and be it further
RESOLVED, that City Officials of the City of St. Paul be urged
to participate in a commemorative observance and tree planting ceremony
in Como Park at noon on August 9th concurrent with a similar observance
in Nagasaki.

resolution in a meeting of' the St. Paul City Council and if
possible , your participation in the event.
Previous to the Wednesday tree planting ceremony Sor Nagasaki
day there is to be an observance of� Hiroshima Day August 6th at
1 : 00 P.M. at the St. Pau1 ,;Federal Building plaza followed by a
continuous silent vigil there until noon Wednesday. We have al-
ready contacted the Federal Buidling f or permission.
The groups involved in this observance are the following:
