� An Adxninistrative Resolution establishing a new
title and clas s specification in the Civil Service Rule s. �
WHEREAS, it is appropriate and desirable to establish a new class
title of Research Coordinator II and Class Specification for said title;
now, therefore, be it
� RESOLVED, that the Civil Service Rules be amended by adding to
Section 6, in: Grade 10 under the heading "Professional-Administrative"
Group, the title of Research Coordinator II; and be it ,
FURTHER RESOLVED, that the Civil Service Rules be further amended
by inserting in Section 49, in proper alphabetical order, the attached Class
Specification for the new title of RESEAR.CH COORDINATOR II.

RESEARCH COORDINATOR II
DESCRIPTION OF WORK
General Statement of Duties: Performs responsible professional work
conducting difficult research and preparing reports and recommenda-
tions on activities relating to department responsibilities; performs
liaison, public information and similar staff functions on behalf of
department head; and performs related duties as assigned.
Supervision Received: Works under the general direction of the department
head.
Supervision Exercised: May supervise clerical and other assigned personnel.
TYPICAL DUTIES PERFORMED
The listed examples may not include all duties performed by all positions in
this class.
Performs involved research on subjects assigned by the department head;
selects research channels; analyzes and evaluates the material assembled
during research.
Writes reports listing alternatives for action relating to department
activities and recommends a specific course of action with documentation
and support for that selection.
Develops material for lectures, speeches and prepares the material in draft
form for approval.
Reviews and edits reports by technicians and supervisors of operating
divisions to assure that the reports are clear and concise, properly
organized, consistent with departmental policy, and suitable for
publication.

Writes press releases and public information materials.
Writes and submits grant applications relating to department activities.
Researches and drafts legislation pertaining to departmental activities
for both state and local consideration; provides information to public
officials on pending legislation; and encourages a viewpoint which will
enhance the attainment of the department's objectives.
Develops work programs and plans relating to department activities.
Develops an intra-department system of communications; replies to inquiries
which rec{uire research and coordination of information from several
sources; abstracts reports of interest to the department.
Provides staff support for governmental committees and participates in
meetings with community groups.
Researches background information for proposed projects.
Investigates specific issues and problems to provide information into the
development of policy and programs.
Prepares and collects charts, maps, and graphs for presentations.
KNOWLEDGES, SKILLS AND ABILITIES
Considerable ability to perform research and gather desired information
from reference materials and through interview techniques.
Considerable ability to write clearly, concisely and persuasively.
Considerable knowledge of the functions, programs and goals of the
department.

MINIMUM QUALIFICATIONS
College graduation in journalism, political science, public administration
or related subjects and two years' experience as a Research Coordinator
I or equivalent.

The Finance Committee, at their meeting Ju.ly 17, 1978, took the fo]lowing
action: .

l . Recommended approval of the council resolution providing supplemental
appropriation of �219,000 to the 1978 budget.
2. Recommended approval of the council resolution approving the securities
pledged by the designated bank to protect funds of the City of Saint Paul
� while held in said bank.
3. Recommended approval of the resolution approving an addition to the 1978
budget of �17,903 to the Financing Summary-transfer from Special Fund
(City Hall and Cour.t House Unmatched Funds) and appropriating $17,903 to
. General Government Accounts-City Hall and Court House Building Improvements.
4. Recorr�nended approval of resolution amending Civil Service Rules by adding the
title Permit and License Clerk I to Section 6, Grade 24 under the heading
Clerical Group and amending Section 49 of the Rules by inserting the specifi-
cations for the above title.
5. Recomnended approval of resolution amending Civil Service Rules by striking
the title Permit and�License Clerk from Section. 6, Grade 28 under the heading
Clerical Group and inserting in lieu thereof the title Permit Clerk II and
amending Section 49 of the Rules by striking the specifications for Permit
' and License Clerk and substituting in lieu thereof the specifications for
Permit and License Clerk II. �
6. Recomnended approval of the resolution amending the C�vil Service Rules by �
adding the title Research Coordinator II to Section 6, Grade 10 under the
heading Professional-Administrative Group and amending Section 49 of tt�e rules
