WHERFAS, the City Council , .,prursuant to Chapter 21 of the
Administrative Code, did hold a publ`�c hearing on March 21 , 1978, in
the City Council Chambers for the; purPose of establishing tlie level of
services of Street Maintenance to be performed in the City of St. Paul
and the amount •f service charges to be levied against benefitted property;
now, therefore, be it
RESOLVED, That the Council of the �ity of -Saint Paul does hereby
determine that the program of Street Maintenarice S�rvTces to be performed
within the City of Saint Paul shall be in the mar�ner as set forth and
described in the attached report of the Department of Public Works, and
the Department of Public Works is hereby authorized fio perform the necessary
work as set forth in said report and shall , in accordance with said
Chapter 21 of the Administrative Code, keep an accurate record of all
costs attributabie to the program and report such information to the
Department of Finance and Management S�rvises.

Notice is Hereby Given, that a Public Hearing �ill be held on the 21st day of
March, 1978, at 10:00 a.m.., in the Saint Paul City Council Chamb�rs, City Hall and
Court House, Saint Paul, l�iinnesota, L-he nurpose of the public hearing being to
consider the level of service of Street Maintenance to be performed in the City of
Saint Paul in 1978 and to consider Ctie cost of such service to be charged against
benefitted property according to Ordinance No. 15311, Council File No. 260426.
The particular service to be performed and the estimated costs as proposed by the
Department of Public Works, are as f.ollaws:
CLASS I �- Dawntawn or Loo,p Streets "
Description:
Class I service will be performed on all downtown or loop streets within the
following boundaries: Kellogg Boulevard on the south and west, Eleventh Street
on the north and Broado�ay on the east.
Proposed 1978 Level of Service:
.The downtown streets will be swept three times per week and flushed five times
per week. All routine maintenance, including natching and repairing of street
surfaces will be pe�formed on an as-needed basis. �
Proposed Assessment: �
All Class I service will be assessed at a rate of $.93 per front foot.
Class II - Outlying Commerci.al and tirterial Streets
Description:� ,
Class II service will be performed on all outlying commercial and arterial
streets in the City. These are the major arteries in the City and have both
heavy volumes of vehicular and pedestrian traffic and, in most cases, have
business or commercial properties fronting on them. Typical examples would
be as follows: University Avenue, Snelling Avenue, West Seventh S�reet, East
Seventh Street, Rice Street, Payne Avenue, Arcade Street, Summit Avenue, Grand
Avenue, and others. All of these Class II streets are accurately defined on a
map available for viewing in the Department of Public Works, Room 234 City
• Hall. .
Proposed 1978 Level of Service:
. The Class II streets would be cleaned appr�ximately 18 times per season. All
routine maintenance, including patchin�; and repairing of street surfaces, will
be done on an as-needed basis.
Proposed Assessment:
Under Class II service, there will be two assessment rates, one commercial and
one residential. The coir�nercial �roperty rate will be $.63 per front foot and
the residential property race will be $.31 per front foot.

Class III - All Residential Streets
Description:
Class III service would be performed on all residential streets including
oiled streets, paved streets and intermediate type streets.

Proposed 1978 Level of Service:

Residential streets, including oiled, paved and intermediate streets would �
receive a thorough cleaning each spring which would include sweeping and
flushing. Patching and repair work wauld be done on an as-needed basis. ,
Approximately 130 miles of ailed streets would receive either a sand or gravel
sealcoat. Approximately 11 miles of paved or intermediate residential streets
would also receive a rock sealcoat. In the fall, leaves would be picked up '
from these streets.
Proposed Assessment: ,
Under Class III service to residential streets, we have two categories of �
assessment, one being residential, and the other commercial. The residential E
, property rate would be $.31 per fxont foot and the commercial property $.47 f
per front foor., ;

CLASS IV - All Oile�i and Paved Alleys �

Class IV service would be performed on all oiled, paved and intermediate f
type alleys withiri the City. �

All oiled, paved and intermediate alleys would receive a thorough cleaning i
each spring. Efforts would be made to complete the cleaning by June 15th. i
Leaves would also be picked up irr" the fall. All routine maintenance, i
including patching and repair of the alley surface would be performed on ;
an as-needed basis. �

Proposed Assessment: i

Under Class IV alley service, there would be one assessment whether it is
oiled, paved or intermediate. An assessment of $.17 per fronl- foot is proposed.

CLASS V - Unimproved Streets and Alleys
Description: �
Class V service will be performed on unimproved streets and alleys. By '
unimproved, we mean those streets and alleys that have not been developed for �
one reason or another. They are plattecl City right-of-ways; however, the �
abutting residents have never petitioned for their improvement nor have there ;
been any assessments levied. Bec�use r.hey are City right-of-ways, the City has
the responsibility to perforr�i minimal re�airs and maintenance work on them to �
reduce any hazards or potential hazards. �

Proposed 1978 Leve1 of Service: �
The maintenance and repair of these streets and alleys will consist of
paCctiing, minor blading, placing of crushed rock and other stabilized
matexial in order to make them passable and reduce hazards. �
Proposed Assessment:
Under Class V service, we propose the following two assessments. Since there �
will be no sweeping and flushin�g involved the assessment is based only on �i
the patching �nd repair work that may be needed. For streets, o,e propose an I
assessment of .15 '
per front foot. �Under alleys, we propose an assessment �
of $.08 per front foot. These assessments will provide the bare minimum �
funds necessary to take care of these. unimproved streets and alleys,
