WHEREAS, The Council of the City of Saint Paul desires to acknowledge
publicly the merit and excellence of the report "SAINT PAUL CAPITAL ALLOCATION
POLICY 1979, 1980, 1981," and
WHEREAS, The City Council recognizes that interested citizens contributed
many hours of devoted effort to draft policy statements which will improve
Saint Paul 's fiscal practices, and guide the physical development of the
City, and
WHEREAS, The policies recommended in the Saint Paul Capital Allocation
Policy encourage fiscal foresight and sound principles of municipal resource
management; Now, therefore, be it
RESOLVED, That the City Council of the City of Saint Paul hereby commends
each citizen member on the Planning Commission, the Unified Budget Process
Ad Hoc Evaluation Comnittee and the City Staff assigned to these comnittees
for the developrr�nt of this comprehensive and far-sighted document, and, be it
FURTHER RESOLVED, that the City Council wishes to �ive a special thank you
to the following citizens who carried the extra workload necessary in the
development and production of the report, "SAINT PAUL CAPITAL ALLOCATION
POLICY 1979, 1980, 1981": Bob Rogge, David McDonell , Howard Kinney, Scott Feyen,
Otto Hurmner, Mrs. Martha Norton, R�v. Glen Hanggi, Mertyce Mayne, Liz Anderson,
Jane Nelson, Nelsene Karns, and Carolyn Cochrane.
