WHEREAS, Local Development Corporations (LDC) are forming in various commercial
areas in Saint Paul through the Small Business Administrations (SBA) 502 Program; and
WHEREAS, Co�omunity Development Funds, through a Neighborhood Co�nercial Revital-
ization Fund, are available fram the City to provide low interest long term (25 years)
loans to acquire land, expand or convert, acquire machiner.y and equipment and for new
construction; and

Wf�REAS, $50,000 of cammercial rehab monies has been set aside�by the HRA Board
through subsequent action on November 9, 1977 for this purpose; and
Wf�REAS, the $50,000 fund would be used as the LDC's share of the loan and this �
share ranges from 2.5X to lOX with the SBA and bank being responsible for the remain- ',
ing 90+X, and
WHEREAS; a standard contract or agreement will prevail between the City and par- i
ticipating LDC's for each loan that utilizes the fund and the contract will contain i
the terms and coirditions regarding the use of the monies from the fund and be in cam- I
pliance with CD regulations. i
THEREFORE BE IT RESOLVED, that the City's policy shall be that no funds contributed
to the LDC's by the City shall be used to cover administrative expenses or costs and
that the onlq administrative support shall be in the form of technical assistance from
existing staff employed by the City and responsible to the City. j

At its meeting of March 13, the Comnittee recommended approval of the
following resolutions:
1. Authorizing the addition of three data-entry personnel (two Data Entry
Operator II posi-tions and one Data Entry Operator III position) to the
personnel complement in the Citywide Data Processing Division
2. Transfer of the Gifted Children Early Education project from Community
_ Development Year. I program to the Community Development Year III program
and transfer of $3T,OOO in CD Year III funds for the Gifted Children
Early Education project
3. Approval of payment of the parking fees at the Saint Pau1 Civic Center
Parking Ramp for the Charter Com�nission and for other City of Saint
Paul comnittees and commissions formally established by the Charter,
Legislative and Administrative Codes, and by ordinance or resolution
of the City Council
�4. Establishing a City policy that no funds contributed to the LDC's by
the City shall be used to cover administrative expenses or costs and
that the only administrative support shall be in the form of technical
assistance from existing staff employed by the City and responsible to
