BACKGROUND

The Police Trainee classification was established in 1993. Police Officer recruits were allocated
to the Trainee classification until they had completed the Saint Paul Police Academy. The Police
Trainee class is no longer used for incoming Police Officer recruits; the recnut position aze now
allocated directly to the Police Officer class while assigned to the Saint Paul Police Academy.
The reason the Police Trainee ciassification is no longer used is two-fold. First, the pay rate for
the Police Trainee class is ten dollars per hour artd too low to amact new recruit officers.
Secondly, the Police Trainee class specification does not adequately describe the current duties of
the Police Trainee position.
The Chief of Police identified significant qualifications, duties and responsibilities for revision of
the trainee classification to allow the police department to amact and expand the applicant pool
to fill Police Officer positions. The Chief of Police is starting a new program unique in the State
of Minnesota in that the City of Saint Paul will wark in conjunction with Metropolitan State
University to provide Peace Officer Licensing for City of Saint Paul Police Officers.

POSITION DESCRIPTION
Positions in the proposed class will be performing dufies and responsibilities the same as newly
hired Police Officers, with the excepfion of a longer academy training period to obtain Peace
Officer licensing in the State of Minnesota.
The specific responsibilities of these position include:
Attends classes to learn police procedures, self-defense, laws and court operations, and
other law enforcement subject matter.
2. Performs field exercises under close supervision of police training personnel in order to
acquire prachcal experience in police work.
3. Operates equipment used in police work.
4. Accompanies police personnel in the performance of their regular duties.
Performs other duties or attends other classes as assigned to acquire knowledge and skills
necessary to qualify for the classification of police afficer.
6. May be assigned to work evening and weekend hours, as training requires.
CLASS SPECIFICATION COMPARISONS:
The duties of the proposed classification are the same as the class specifications for Police
Officer. The exception is that the proposed positions will require a longer City of Saint Paul
Police Academy to obtain Peace Officer licensing in the State of Minnesota.

Federation salazy schedule.
RECOMMENDATION
It is recommended that the class titled Police Trainee be revised and assigned to the Police

sepazated at any time.

Attends classes to learn police procedures, self-defense, laws and court operations, and other law
enforcement subject matter.
Performs field exercises under close supervision of police training personnel in order to acquire practical
experience in police work.
Operates equipment used in police work.
Accompanies police personnel in the performance of their regulaz duties.
Performs other duties or attends other classes as assigned to acquire knowledge and skills necessary to
qualify for the classification of police officer.
May be assigned to work evening and weekend hows, as training requires.

MINIMUM QUALIFICATIONS
Applicants must be at least 21 yeazs of age, possess a Bachelor's Degree and a valid Minnesota Class D
driver's license or equivalent out-of-state license with no suspensions or revocations within the two years
preceding appointment (suspensions for parking-related offenses excluded). Conrinued employment
contingent on obtaining a Peace Officer license in the State of Minnesota through the Saint Paul Police
Department P.O. S.T. Academy Police Officer Program. If at any point it is determined by the department
that a Police Trainee does not meet the qualifications for Police Officer, the Police Trainee may be
sepazated at any time.
